Este Trabalho de Conclusão de Curso analisa como a política pública esportiva se materializa no município de Franca/SP no ano de 2025, partindo da compreensão do esporte como direito social previsto na Constituição Federal de 1988. O estudo, de natureza bibliográfica e documental, investiga os caminhos históricos, legais e
institucionais que estruturam a execução do direito ao esporte em âmbito local, através de referências bibliográficas e de legislações, planos e documentos oficiais, além de dados públicos da Prefeitura Municipal de Franca. O trabalho organiza-se em dois capítulos: o primeiro analisa o processo histórico de consolidação do direito ao esporte no Brasil; e o segundo examina a execução, a estrutura, o financiamento e a abrangência da política esportiva francana. Ao final conclui-se que embora Franca apresente rede esportiva ampla e diversificada, persistem contradições estruturais que limitam a efetivação do esporte como direito social, entre elas, a dependência de parcerias privadas, a concentração das ofertas no público infantojuvenil e a baixa presença de modalidades voltadas a idosos e pessoas com deficiência. Diante disso, reforça-se a necessidade de políticas mais participativas, inclusivas e intergeracionais, capazes de reconhecer o esporte como instrumento de convivência, cidadania e emancipação humana. Nesse contexto, destaca-se o papel do Serviço Social na gestão e articulação das políticas esportivas, contribuindo para a efetivação do direito ao esporte por meio do planejamento participativo, da intersetorialidade e do fortalecimento do controle social.

This Undergraduate Thesis analyzes how the public sports policy is materialized in the municipality of Franca/SP in the year 2025, based on the understanding of sport as a social right established by the 1988 Federal Constitution. The study, of bibliographical and documentary nature, investigates the historical, legal, and institutional paths that shape the implementation of the right to sport at the local level, through theoretical references, legislation, official plans and documents, as well as public data from the City Hall of Franca. The work is organized into two chapters: the first examines the historical process of consolidating the right to sport in Brazil, and the second analyzes the execution, funding, and scope of Franca’s sports policy. The results show that, although Franca presents a broad and diverse sports network, structural contradictions persist that limit the realization of sport as a social right — among them, the dependence on private partnerships, the concentration of services for children and youth, and the limited presence of activities for the elderly and people with disabilities. The analysis also reveals that territorial decentralization alone does not ensure democratization of access. Therefore, it emphasizes the need for more participatory, inclusive, and intergenerational policies capable of recognizing sport as an instrument of coexistence, citizenship, and human emancipation. In this context, the role of Social Work stands out in the management and articulation of sports policies, contributing to the realization of the right to sport through participatory planning, intersectoral collaboration, and the strengthening of social control.
