Formação em Serviço Social: uma análise sobre a educação superior privada na região leste do município de São Paulo

Abstract

A presente pesquisa tem como objeto de investigação, a formação profissional em Serviço Social na modalidade presencial em Instituição Privada segundo as Diretrizes Gerais para o Curso de Serviço Social de 1996, da Associação Brasileira de Ensino e Pesquisa em Serviço Social (ABEPSS). A Formação em Serviço Social deve possibilitar ao discente o conhecimento de um projeto profissional comprometido com a transformação societária no sentido de propiciar igualdade e emancipação social, a partir de um olhar crítico da realidade embasadas nas dimensões: teórico-metodológico, ético-político e técnico-operativo. Ressalta-se que a educação é um direito, promulgado em 1988 através da Constituição Federal, contudo, salienta-se a fragilidade da sociedade neste atual contexto onde a educação passa de direito a mercadoria, sendo ofertada, sobremaneira, pelas instituições privadas a partir do empresariamento da educação, vivencia-se, assim, um retrocesso com relação a garantia do direito à educação. O objetivo geral da pesquisa é analisar a formação em Serviço Social no ensino privado presencial na Região Leste do município de São Paulo, segundo as Diretrizes Curriculares da ABEPSS/1996. O referencial teórico-metodológico foi o dialético-crítico, fundamentando-se no método materialismo histórico dialético em Marx, que possibilitou o conhecimento da realidade apoiado na concepção do todo, ou seja, os aspectos históricos, sociais e culturais que envolvem o objeto, através das categorias filosóficas: historicidade, totalidade e mediação. Procedimentos fundamentais dos tipos de pesquisa no desvelamento do real foram a bibliográfica e de campo. A pesquisa bibliográfica fundamentou-se a partir das seguintes categorias teóricas: Ensino Superior no Brasil, Formação em Serviço Social e Diretrizes Gerais para o Curso de Serviço Social de 1996, referenciados pelos seguintes autores: Pereira (2007), Durham (2003), Behring (2008), Lima (2013), Guerra (2010), Montaño e Duriguetto (2011), Iamamoto (2013), (2015), ABEPSS (1996), dentre outros. O universo pesquisado foram as Instituições de Ensino Superior (IES) Privado e o recorte foi a região leste do município de São Paulo, dessa forma, a pesquisa efetivou-se em uma IES reconhecida pelo Ministério da Educação. A técnica utilizada foi a entrevista com roteiro semiestruturado. Os resultados da pesquisa revelaram que a formação no ensino superior privado está pautada no empresariamento da educação, onde se visa o lucro, sendo o docente e o discente afetados de várias formas, seja pela precarização e condições de trabalho, seja pela formação conteudista, fragmentada, aligeirada e não sequencial, opondo-se às Diretrizes Curriculares da ABEPSS de 1996, que visa a formação na sua totalidade, possibilitando ao discente interpretar a realidade, realizar mediações, compreender a unidade teoria e prática, dentre outros, a partir das dimensões teórico-metodológico, ético-político e técnico-operativo.

The study of this research has as object, the professional training in Social Work in the face-to-face modality in Private Institution according to the General Guidelines for the Course of Social Work of 1996, of the Brazilian Association of Teaching and Research in Social Work (ABEPSS). Training in Social Work should enable the student to know a professional project committed to social transformation in order to foster equality and social emancipation, based on a critical view of reality based on the theoretical-methodological, ethical-political and technical dimensions -operative. It is emphasized that education is a social right, promulgated in 1988 through the Federal Constitution, however, it is highlighted the fragility of society in this current context where education goes from the right to merchandise, being offered, especially, by private institutions from of the entrepreneurship of education, there is a setback in relation to the guarantee of the social right to education. The general objective of the research is to analyze the Social Service training in private presential education in the Eastern Region of the city of São Paulo, according to the ABEPSS / 1996 Curricular Guidelines. The theoretical-methodological reference was the dialectic-critical, based on the method dialectical historical materialism in Marx, that made possible the knowledge of reality supported in the conception of the whole, that is, the historical, social and cultural aspects that involve the object, through of philosophical categories: historicity, totality and mediation. Fundamental procedures of the types of research in the unveiling of the real were the bibliographical and field. The bibliographical research was based on the following theoretical categories: Higher Education in Brazil, Training in Social Work and General Guidelines for the Social Work Course of 1996, referenced by the following authors: Pereira (2007), Durham (2003), Behring (2008), Lima (2013), Guerra (2010), Montaño and Duriguetto (2011), Iamamoto (2013), (2015), ABEPSS (1996), among others. The universe searched was the Institutions of Higher Education (IES) Privado and the cut was the eastern region of the city of São Paulo, in this way, the research took place in an IES recognized by the Ministry of Education. The technique used was the interview with semi-structured script. The results of the research revealed that training in private higher education is based on the entrepreneurship of education, where the profit is aimed at, being the teacher and the student affected in several ways, either by the precariousness and working conditions, or by the fragmented, , light and non-sequential, opposing the 1996 ABEPSS Curricular Guidelines, which aims at training in its totality, enabling the student to interpret reality, perform mediations, understand the unit theory and practice, among others, from the theoretical dimensions - methodological, ethical-political and technical-operational.
