Empreendimentos cancelados do FEHIDRO nas Bacias do Alto Tietê e Piracicaba, Capivarí e Jundiaí no estado de São Paulo

Abstract

O Fehidro é o aporte financeiro da Política Estadual de Recursos Hídricos, os fundos têm como principal origem a arrecadação da cobrança pelo uso da água e royalties por aproveitamento hidro energético. O valor arrecadado deve beneficiar preferencialmente a bacia na qual foi feita a cobrança, financiando as ações previstas no plano estadual de recursos hídricos e nos planos de bacias. Anualmente os recursos são disponibilizados aos tomadores em forma de financiamento, mediante um rigoroso critério de seleção. Neste processo existem alguns empreendimentos que são indicados e ao final não são executados, impactando no desempenho do recurso financeiro do fundo estadual de recursos hídricos que poderia ser aplicado em outra ação. A principal abordagem deste trabalho é identificar as causas destes cancelamentos, traçando um perfil por meio de análise de dados e conhecer o segmento, categoria, motivo e quais empreendimentos que obtiveram mais cancelamentos. A metodologia adotada é a pesquisa bibliográfica, documental e estatística, por meio de levantamento de dados, verificação e compilação de mais elementos relevantes ao tema, padronização e consolidação de informações, análise de resultados identificando as inconsistências para propor soluções. As informações dos empreendimentos cancelados, foram solicitadas aos Comitês Alto Tietê e Piracicaba Capivari e Jundiaí por meio do serviço de informações ao cidadão, SIC, estes encaminharam os arquivos no formato de Excel e os dados foram consolidados, utilizando os softwares Excel e Power BI que é um programa com capacidade de modelar com velocidade grandes quantidades de dados e elaborar relatórios gerenciais. Foram analisados 140 empreendimentos cancelados, o cruzamento dos dados gerou um material com muita informação dos cancelamentos. Nos resultados pôde-se conhecer o comportamento destes empreendimentos e suas principais características. Espera-se com este estudo contribuir na redução dos empreendimentos cancelados, fornecendo subsídios para propor melhorias na gestão dos objetos de financiamento, de modo a facilitar a identificação prévia de eventuais problemas que possam ser tratados com a finalidade de viabilizar a implantação do empreendimento ou evitar que o recurso financeiro fique comprometido em um pleito que não será realizado. A abordagem deste trabalho está diretamente conectada aos Objetivos do Desenvolvimento Sustentável, ODS 1 que trata da erradicação da pobreza; ODS 3 cuja proposta é assegurar vida saudável e bem-estar; ODS 6 que assegura disponibilidade e gestão sustentável da água e ODS16 que busca sociedades pacíficas e inclusivas.

Fehidro is the financial contribution of the Government Policy of Hydric Resources, the funds have as their main origin in the payment for the use of water and royalties for hydro-energy use. The amount collected should preferably benefit the basin where the payment was made, financing the actions settled down in the government plan for water resources and in the basin plans. Every year the funds are made available to the borrowers in the form of financing, by means of a rigorous selection criteria. In this process there are some projects that are indicated and in the end are not executed, impacting the performance of the financial resource of the government fund of water resources that could be applied in another action. The main approach of this work is to identify the causes of these cancellations, outlining a profile by means of data analysis and getting to know the segment, category, reason, and which projects had the most cancellations. The methodology adopted is a bibliographic, documental and statistical research, by means of data survey, verification and compilation of more elements relevant to the theme, standardization and consolidation of information, analysis of results identifying the inconsistencies in order to propose solutions. The information about the cancelled undertakings was requested from the Alto Tietê and Piracicaba Capivari and Jundiaí Committees through the Citizen Information Service (SIC), and they sent the files in Excel format and the data was consolidated, using Excel and Power BI software, which is a program with the capacity to quickly model large amounts of data and prepare managerial reports. A total of 140 cancelled ventures were analyzed, and the crossing of the data generated a material with a lot of information about the cancellations. The results made it possible to understand the behavior of these ventures and their main characteristics. It is expected that this study will contribute to the reduction of cancelled enterprises, providing subsidies to propose improvements in the management of the financing objects, to facilitate the prior identification of eventual problems that can be treated with the purpose of making the implementation of the enterprise feasible, or to avoid the commitment of financial resources in a claim that will not be carried out. The approach of this work is directly connected to the Sustainable Development Goals, SDG 1, which deals with poverty eradication; SDG 3, whose proposal is to ensure a healthy life and well-being; SDG 6, which ensures availability and sustainable management of water; and SDG 16, which seeks peaceful and inclusive societies.
