EIV NEIGHBORHOOD IMPACT STUDY AND URBAN MANAGEMENT IN THE CITY: THE EIV CASE OF AN INDUSTRIAL COMPANY IN LONDRINA- PR (2016-2017)

Abstract

With the enactment of Federal Law No. 10.257 / 01, we have the City Statute and its instruments that will guide urban planning and management actions. EIV Neighborhood Impact Study, an important tool indicated in that statute, can be seen as a tool that can enable public participation in decision making on the creation or enlargement of enterprises - public and private - in terms of both negatives and positives aspects of the venture for the people living in the direct range portion of a given urban activity or even in the city as a whole. The objective is to discuss the EIV drawn up by an industrial pesticide company located in the eastern part of the city of Londrina-PR as well as the whole course of the problem during the years 2016 and 2017 and inoperability of this urban instrument in before the orchestrated action from big business. A qualitative approach and participatory type research, primary and secondary procedures have been used for information gathering. This took place through monitoring the issue involving the agrotoxins industrial company in Londrina-PR where actions driven by the interests of big capital may prevent the EIV from contributing to fair land use, from the territorial standpoint, just as for the achievement of democratic management and popular participation.
