Resumo

This research aimed to analyze the perception of the members of the Municipal Council of Education of Pilar do Sul/SP (C.M.E.-PS) in relation to its conception of quality, democratic management and participation. Nine members (five interviews recorded and transcribed in their entirety and four recorded in writing) were interviewed. The counselors of this municipality were unaware of the term socially referenced quality of education and articulated the term quality of education with the neoliberal idearium. It was perceived that this collegiate is still dependent on the executive and, therefore, has served much more to the resonance of his interests than to the demands of the Pilarian society. Despite these obstacles, it is observed in the notes that the collegiate seeks an effective democratic participation in its scope of action and requires the implementation of media with the citizens and an equal participation of these with the Education professionals in the C.M.E.-PS.
