Resumo
Nesta dissertação, apresentam-se os resultados finais de pesquisa de Mestrado em Educação vinculada ao Grupo de Pesquisa “História da Educação e do Ensino de Língua e Literatura no Brasil” (GPHEELLB), liderado pela Profa. Dra. Maria do Rosario Longo Mortatti e vice liderado pela Profa. Dra. Rosa Fatima de Souza Chaloba. Com o objetivo de contribuir para a produção da história e para a preservação da memória do Ensino de Língua Portuguesa (L.P.) no Estado de São Paulo, além de subsidiar pesquisas correlatas, focalizam-se aspectos ainda inexplorados a respeito da elaboração de documentos oficiais voltados ao então ensino de 2o Grau por meio da Coordenadoria de Estudos e Normas Pedagógicas (CENP), especialmente no que diz respeito à concepção de ensino de L.P. presente nesses documentos e ao papel que esse órgão assumiu naquele momento histórico nos debates sobre o currículo e sobre a concepção de professor. Para tanto, focalizam-se os documentos oficiais produzidos pela CENP relativos ao ensino de Língua Portuguesa para o 2o Grau além de leis e decretos publicados no Diário Oficial da Assembleia Legislativa do Estado de São Paulo (ALESP) entre os anos de 1976 (ano em que passou a constar no organograma da Secretaria a criação da Coordenadoria de Estudos e Normas Pedagógicas – CENP) e 1996 (ano de publicação da Lei de Diretrizes e Bases da Educação – LDB 9.394/96). Mediante abordagem histórica, centrada em pesquisa documental e bibliográfica, com a utilização dos procedimentos de localização, recuperação, reunião e seleção dos documentos oficiais sobre esse ensino e das leis e dos decretos relativos à reorganização da Secretaria da Educação, à criação da CENP e à elaboração de documentos oficiais para a Educação, foram elaborados dois instrumentos de pesquisa: Documentos oficiais para o ensino de Língua Portuguesa (2o Grau) no Estado de São Paulo – 1978/1994, no qual se encontram reunidas 66 referências de textos sobre esse ensino naquele período; e A criação das Coordenadorias no âmbito da Secretaria da Educação do Estado de São Paulo (1976-2019): um instrumento de pesquisa, no qual se encontram reunidas 55 referências de leis e decretos. Apesar de analisar o conjunto dos dois instrumentos de pesquisa ao longo da dissertação, foram selecionados para análise mais aprofundada dois documentos denominados Subsídios à Proposta Curricular (volume I – reflexões preliminares e volume III – coletânea de textos), retirados do primeiro instrumento; e o decreto principal que trata da criação da CENP – Decreto no 7.510, de 29 de janeiro de 1976, retirado do segundo instrumento de pesquisa. Por meio do método de análise da configuração textual (MORTATTI, 2000) dos documentos e do decreto selecionado, foi possível constatar, ainda que superficialmente, que a CENP ocupou um importante papel no que diz respeito à elaboração desses documentos naquele período, especialmente com relação à concepção de ensino de L.P. presente naquele momento histórico e que se faz presente em alguns documentos relativos a esse ensino até os dias atuais. A forma de organização e de elaboração dos documentos naquele momento foi ímpar, tendo se caracterizado por um amplo debate com professores da educação básica (de forma mais ampla e efetiva no então ensino de 2o Grau) e pela relação que se estabeleceu com as universidades públicas nos debates sobre o currículo. Além disso, a partir da análise do segundo instrumento de pesquisa, constatou-se que houve mudanças significativas referentes às atribuições das coordenadorias responsáveis pela elaboração de documentos oficiais ao longo dos anos, de modo que a CENP apresentava maior estrutura e autonomia na elaboração de documentos e que proporcionava maior envolvimento da comunidade escolar no âmbito 9 das discussões na Secretaria da Educação, o que afetava diretamente as discussões relativas ao ensino de Língua Portuguesa no período mencionado. Tal constatação sustenta a pertinência e relevância da pesquisa, bem como a necessária continuidade a fim de aprofundar as reflexões aqui suscitadas.
In this dissertation, we present the final results of a Master's in Education research linked to the Research Group “History of Education and Language and Literature Teaching in Brazil” (GPHEELLB), led by Prof. Dr. Maria do Rosario Longo Mortatti and vice led by Prof. Dr. Rosa Fatima de Souza Chaloba. With the objective of contributing to the production of history and the preservation of the memory of Portuguese Language Teaching (LP) in the State of São Paulo, in addition to subsidizing related research, we focus on aspects still unexplored regarding the elaboration of official documents aimed at to the then high school education through the Coordination of Studies and Pedagogical Norms (CENP), especially with regard to the conception of PL teaching present in these documents and the role that this body assumed at that historical moment in the debates about the curriculum and about the teacher's conception. To this end, we focus on the official documents produced by CENP related to the teaching of Portuguese language for the 2nd grade, as well as laws and decrees published in the Official Gazette of the Legislative Assembly of the State of São Paulo (ALESP) between 1976 (year in the creation of the Coordination of Studies and Pedagogical Norms - CENP) and 1996 (year of publication of the Law of Directives and Bases of Education - LDB 9.394/96) was included in the organizational chart of the Secretariat. Through a historical approach, centered on documentary and bibliographic research, using the procedures for locating, retrieving, gathering and selecting official documents on this teaching and the laws and decrees related to the reorganization of the Education Department, the creation of CENP and the preparation of official documents for Education, two research instruments were prepared: Official documents for teaching Portuguese (2nd Grade) in the State of São Paulo – 1978/1994, in which 66 references of texts about this teaching in that time course; and The creation of Coordinations within the scope of the São Paulo State Department of Education (1976-2019): a research instrument, in which 55 references of laws and decrees are gathered. Despite analyzing the set of the two research instruments throughout the dissertation, two documents called Subsidies to the Curricular Proposal (volume I – preliminary reflections and volume III – collection of texts) were selected for further analysis, taken from the first instrument; and the main decree that deals with the creation of CENP – Decree nº 7.510, of January 29, 1976, taken from the second research instrument. Through the method of analysis of the textual configuration (MORTATTI, 2000) of the documents and the selected decree, it was possible to verify, even if superficially, that CENP played an important role with regard to the elaboration of these documents in that period, especially with regard to to the conception of LP teaching present at that historical moment and which is present in some documents related to this teaching until the present day. The form of organization and elaboration of documents at that time was unique, having been characterized by a broad debate with teachers of basic education (in a broader and more effective way in the then high school teaching) and by the relationship that was established with public universities in debates about the curriculum. In addition, from the analysis of the second research instrument, it was found that there were significant changes regarding the attributions of the coordinators responsible for the preparation of official documents over the years, so that CENP had greater structure and autonomy in the preparation of documents and which provided greater involvement of the school community within the scope of the 11 discussions at the Secretary of Education, which directly affected the discussions related to the teaching of Portuguese in the mentioned period. This finding supports the pertinence and relevance of the research, as well as the necessary continuity in order to deepen the reflections raised here.
