Cosmopolitismo sem ilusões: contribuições da teoria política de Seyla Benhabib ao debate normativo das migrações transnacionais

dc.description.abstractEm um contexto global caracterizado pela efervescência dos movimentos migratórios, questões relativas à configuração da cidadania, ao alcance dos direitos humanos e aos papéis desempenhados pelo Estado-nação tornam-se objetos de reflexão política e filosófica. Uma das perguntas fundamentais que irrompem desta amálgama de termos e que se destaca no horizonte da filosofia política contemporânea é como é possível conciliar o direito humano à liberdade de movimento com o princípio westfaliano da soberania dos Estados e da autodeterminação democrática de cada comunidade nacional. Desde os anos finais do século XX, tais questões passam a ocupar um local de destaque nos interesses de pesquisa de Seyla Benhabib, filósofa e cientista política vinculada à tradição da Teoria Crítica, que elege o tema do pertencimento político de imigrantes e refugiados a novas comunidades nacionais como central em sua teorização política. Com base no exposto, o objetivo principal desta pesquisa é localizar os escritos políticos de Benhabib em relação ao quadro geral da literatura política contemporânea que se debruçou sobre o mesmo tema, a fim de identificar quais as potenciais contribuições e limitações inscritas à construção teórica da autora para se pensar em uma teoria política normativa da migração internacional. Ao reconstruir os principais argumentos que alicerçam algumas das teorias que compõem o referido campo, separando-as entre, de um lado, abordagens que mobilizam uma estratégia de justificação universalista forte e, de outro, abordagens que atribuem ênfase em sua argumentação aos contextos e particularismos de cada comunidade política, foi possível localizar o que interpretamos como sendo as principais fragilidades relativas à cada tradição teórica para que, posteriormente, fosse possível contrapô-los à proposta defendida por Benhabib. Da mesma forma, foi realizada uma reconstrução das principais teses que sustentam a fundamentação normativa da teoria da autora, desde seus escritos mais abstratos relativos à reformulação da tradição universalista na filosofia prática até chegar a suas elaborações mais recentes acerca da questão migratória e do pertencimento político justo, a fim de identificar as bases e interlocuções teóricas sob as quais seu percurso argumentativo se apoia. Por fim, concluímos esta dissertação com a afirmação de que a construção teórica desenvolvida por Benhabib, em especial através do desenvolvimento do conceito de iterações democráticas, permite superar tanto os déficits de contextualismo e de exequibilidade encontrados em algumas abordagens cosmopolitas, quanto a mobilização problemática efetuada pelo campo comunitarista e do nacionalismo liberal acerca do papel da cultura em sociedades democráticas.pt
dc.description.abstractIn a global context characterized by the effervescence of migratory movements, questions relating to the configuration of citizenship, the scope of human rights and the roles played by the nation-state have become objects of political and philosophical reflection. One of the fundamental questions that emerges from this amalgam of terms and that stands out on the horizon of contemporary political philosophy is how it is possible to reconcile the human right to freedom of movement with the Westphalian principle of state sovereignty and the democratic self-determination of each national community. Since the final years of the 20th century, these questions have come to occupy a prominent place in the research interests of Seyla Benhabib, a philosopher and political scientist linked to the tradition of Critical Theory, who chooses the theme of the political membership of immigrants and refugees to new national communities as central to her political theorizing. Based on the above, the main objective of this research is to locate Benhabib's political writings within the general framework of contemporary political literature that has focused on the same theme, in order to identify the potential contributions and limitations of the author's theoretical construction for a normative political theory of international migration. By reconstructing the main arguments that underpin some of the theories that make up this field, separating them into, on the one hand, approaches that mobilize a strong universalist justification strategy and, on the other, approaches that emphasize the contexts and particularisms of each political community in their arguments, it was possible to locate what we interpreted as the main weaknesses of each theoretical tradition so that it would later be possible to contrast them with the proposal defended by Benhabib. Likewise, we reconstructed the main theses that underpin the normative foundation of Benhabib's theory, from her more abstract writings on the reformulation of the universalist tradition in practical philosophy to her more recent elaborations on the issue of migration and just political membership, in order to identify the theoretical bases and interlocutions on which her argument is based. Finally, we conclude this dissertation with the assertion that the theoretical construction developed by Benhabib, especially through the development of the concept of democratic iterations, makes it possible to overcome both the deficits of contextualism and feasibility found in some cosmopolitan approaches, as well as the problematic mobilization carried out by the communitarian field and liberal nationalism about the role of culture in democratic societies.en
