dc.description.abstractA presente pesquisa retrata a importância do planejamento educacional para a constituição de políticas públicas educacionais para o fomento do ‘município pedagógico’ em sistemas municipais de ensino. O problema da pesquisa centra-se na importância do planejamento educacional pensado e organizado pela Secretaria Municipal de Educação e pelas Unidades Escolares, a partir do próprio território, destacando o movimento formativo em contexto de rede e o projeto educativo. A pesquisa qualitativa em educação é pautada por revisão da literatura, pesquisa bibliográfica, unidades de análise documental exploratória dos documentos normativos e institucionais e de planos escolares. Para tanto, faz-se a caracterização histórico-geográfica do município e do sistema de ensino, analisam-se as diretrizes institucionais e normativas referentes ao planejamento educacional e discute-se a relevância do planejamento educacional participativo para a constituição do ‘município pedagógico’, bem como se apresentam reflexões sobre a realidade educacional local, o que se planeja e o que de fato se executa. A fundamentação teórica adotada estará alicerçada em Alarcão (1996), Libâneo (2012), Gandim (2001), Gatti (2008; 2016), Imbernón (2011), Vasconcellos (2014), Scarpa (1998), Tardif (2014), Veigas (1998), dentre outros. O recorte temporal da pesquisa compreende o período entre os anos de 2018 e 2022, incluindo o contexto da pandemia de Covid-19, com a suspensão das aulas presenciais e o (re)planejamento organizacional do Sistema Municipal de Ensino. Destaca-se a relevância das políticas públicas formativas no processo de (re)construção coletiva do Projeto Político Pedagógico e a participação dos atores educacionais no protagonismo do ‘município pedagógico’ de São José do Rio Preto/SP e confirma-se a tese defendida de que o planejamento é de suma importância para a consolidação das políticas públicas educacionais a partir do contexto local – o território, para a constituição do ‘município pedagógico’.pt
dc.description.abstractThe current study describes the importance of educational planning to the constitution of public educational policies for the furtherance of pedagogical municipality in municipal education systems. The issue is centered in the importance of an educational planning thought and organized by the Municipal Education Secretariat and by the schools, as from the territory, highlighting the training movement in a network context and the educational project. The qualitative research in education is based on literature review, bibliographical research, and exploratory documentary units of analysis of normative and institutional documents and school plans. Therefore, historical-geographical description of the municipality and the educational system is done, institutional and normative guidelines regarding educational planning are analyzed and the relevance of participative educational planning for the constitution of the ‘pedagogical municipality’ is discussed, as well as reflections are presented on the local educational reality, what is planned and what is actually carried out. Theoretical foundation adopted is based on the studies of Alarcão (1996), Libâneo (2012), Gandim (2001), Gatti (2008; 2016), Imbernón (2011), Vasconcellos (2014), Scarpa (1998), Tardif (2014), Veigas (1998), and others. The time frame of the research covers the period between 2018 and 2022, including the context of the Covid-19 pandemic, with the suspension of face-to-face classes and the organizational (re)planning of the Municipal Education System. The relevance of public formative policies in the process of collective (re)construction of the Political Pedagogical Project and the participation of educational actors in the leading role of the pedagogical municipality of São José do Rio Preto/SP are highlighted and the thesis defended that the Planning is extremely important for the consolidation of public educational policies based on the local context – the territory, for the constitution of the ‘pedagogical municipality’.en
