Clausewitz e o uso de armamentos autônomos: um novo paradigma para a natureza da guerra?

Este estudo examina a relação entre guerra e sistemas bélicos autônomos à luz da teoria clausewitziana, investigando se a introdução de inteligência artificial representa um novo paradigma para a natureza da guerra. A pesquisa parte da premissa de que, embora a guerra se adapte a diferentes contextos, como um camaleão, sua essência, sintetizada em três tendências, contidas em todas as guerras - violência, acaso e política - permanece imutável. O objetivo central é testar a hipótese de que, apesar das inovações tecnológicas trazerem importantes contribuições na conduta da guerra, isso não altera a sua natureza. A metodologia adotada é teórica e histórica, fundamentada na interpretação clausewitziana da guerra como um fenômeno variável, mas essencialmente consistente em sua lógica política e dinâmica. A análise se baseia na obra principal de Clausewitz, "Da Guerra", e seus comentadores, com ênfase nas implicações da inteligência artificial no contexto militar contemporâneo. Os resultados indicam que, embora a inteligência artificial possa remodelar a "gramática" da guerra, introduzindo novas dinâmicas operacionais e estratégicas, ela não modifica a lógica intrínseca da guerra.

Abstract (english)

This study examines the relationship between war and autonomous weapon systems in light of Clausewitzian theory, investigating whether the introduction of artificial intelligence represents a new paradigm for the nature of war. The research starts from the premise that, although war adapts to different contexts, like a chameleon, its essence, synthesized in three tendencies present in all wars—violence, chance, and politics—remains unchanged. The main objective is to test the hypothesis that, despite technological innovations bringing important contributions to the conduct of war, this does not alter the fundamental nature of war. The methodology adopted is theoretical and historical, based on Clausewitzian interpretation of war as a historically variable phenomenon, yet essentially consistent in its political logic and dynamics. The analysis relies on Clausewitz’s principal work, “On War,” and its commentators, with emphasis on the implications of artificial intelligence in the contemporary military context. The results indicate that, while artificial intelligence may alter the "grammar" of war, introducing new operational and strategic dynamics, it does not modify the intrinsic logic of war.
