Este trabalho é um estudo de caso sobre a relação de cooperação entre Brasil e Namíbia para a estruturação da Marinha Namibiana neste início de século. Através de uma perspectiva geopolítica e com auxílio de conceitos e obras do campo das Relações Internacionais, trabalhamos com a noção de soft power e buscamos compreender os interesses geoestratégicos da empreitada e sua relevância. Fizemos uma breve caracterização das principais riquezas (conhecidas e estimadas) de interesse nacional em águas do Atlântico Sul. Através das obras de Therezinha de Castro (1999) e de Alfred Mahan (1890), identificamos os principais aspectos estratégicos de dominação militar das águas do Atlântico Sul e pudemos constatar a hegemonia militar exercida pela Inglaterra e pelos EUA nesse oceano, assim como a capacidade de intervenção rápida dos próprios EUA e da França em qualquer conflito potencial por ali. Terminamos por apontar a relevância dos estudos sobre geografia militar marítima, em consonância com Filipe Giuseppe Ribeiro (2010) em sua tese de mestrado, e esclarecendo o que pudemos perceber do delineamento estratégico e sua continuidade no que concerne à relação em estudo.

This paper is a case study on the cooperative relationship between Brazil and Namibia for the structuring of the Namibian Navy at the beginning of this century. Through a geopolitical perspective and with the help of concepts and works from the field of International Relations, we work with the notion of soft power and seek to understand the geostrategic interests of the enterprise and its relevance. We briefly characterized the main (known and estimated) riches of national interest in South Atlantic waters. Through the works of Therezinha de Castro (1999) and Alfred Mahan (1890), we identified the main strategy aspects of military domination on the waters of the South Atlantic and were able to verify the military hegemony exercised by England and the US in this ocean, as well as the ability of the US and France to intervene quickly in any potential conflict there. We concluded by pointing out the relevance of studies about maritime military geography, in line with Filipe Giuseppe Ribeiro (2010) on his master’s thesis, and clarifying what we perceived of the strategic delineation and its continuity concerning the relation in study.
