Análise do orçamento da política pública de assistência social nos anos de 2010 a 2022: impactos para sua efetivação

A Assistência Social brasileira deu um grandioso salto ao se tornar Política Pública e Social com a Constituição Federal de 1988. E, sendo ela uma política integrante do sistema de seguridade social brasileiro, teve sua trajetória analisada, até se chegar ao patamar de política de dever do Estado e direito do cidadão, bem como suas bases orçamentárias, buscando visualizar se o seu orçamento é suficiente para suprir todas as demandas do seu Sistema Único (SUAS) e efetivar suas proteções básica e especial. Para tanto, este estudo, além de fazer uma retrospectiva da história da Assistência Social, também faz uma análise sobre o conceito de Estado e seu papel diante as políticas públicas, bem como traz o papel do fundo público como responsável pelo financiamento das políticas sociais. O recorte temporal do estudo engloba o período de 2010 a 2022, ou seja, compreende do segundo mandato de Lula ao mandato de Bolsonaro, e, em meio a esses anos, foram examinados os planos governamentais (PPA) e suas leis (LDO e LOA), para facilitar o entendimento de como se desenhou o orçamento da União, da Seguridade Social e da Assistência Social durante a série histórica. Importante salientar, que todo o período foi permeado pela política de intenso ajuste fiscal, corte nos gastos sociais, e o direcionamento neoliberal na condução governamental das políticas públicas e sociais, que consequentemente contribuíram para que ocorresse o desmonte da seguridade social e de suas políticas.

Abstract (english)

Brazilian Social Assistance took a great leap by becoming Public and Social Policy with the Federal Constitution of 1988. And, as it is an integral policy of the Brazilian social security system, its trajectory was analyzed, until it reached the level of policy of duty of the State and citizen's rights, as well as its budgetary bases, seeking to see whether its budget is sufficient to meet all the demands of its Single System (SUAS) and to implement its basic and special protections. Therefore, this study, in addition to making a retrospective of the history of Social Assistance, also analyzes the concept of the State and its role in public policies, as well as brings the role of the public fund as responsible for financing social policies. The time frame of the study covers the period from 2010 to 2022, that is, it comprises from Lula's second term to Bolsonaro's term, and, in the midst of these years, government plans (PPA) and its laws (LDO and LOA) were examined, to facilitate the understanding of how the Union, Social Security and Social Assistance budget was designed during the historical series. It is important to note that the entire period was permeated by the policy of intense fiscal adjustment, cuts in social spending, and the neoliberal direction in the government's conduct of public and social policies, which consequently contributed to the dismantling of social security and its policies.
