A participação do Brasil na Liga das Nações, no entre guerras, revela um momento de crescente afirmação do multilateralismo que acomoda a justaposição do binômio soberania/comunidade internacional. O pacifismo, a política de desarmamento, a assistência mútua são evocados no sistema internacional. Todavia, na política interna brasileira nota-se uma busca pela atualização e aprimoramento do aparato militar. A Primeira República é marcada por um momento de transição cujas transformações acomodam a coexistência de uma estrutura rígida e patriarcal com a invocação do novo e do moderno; uma consolidada “política dos governadores” que sofre, ao longo do tempo, diversas contestações como o movimento tenentista; um discurso idealista e pacifista no cenário internacional e uma política rígida e realista no âmbito interno. Estes são alguns dos fatores evidenciados na República Velha, que têm como sustento econômico de tais relações o café, cuja balança comercial favorável permite que se afirme na sociedade uma nova elite cafeeira, que mescla seus interesses privados com a definição da política na esfera pública. O resultado disso é um sentimento de grandeza, que é refletido na política externa de Artur Bernardes, guiada pela uma busca constante por um assento permanente no Conselho de Segurança da Liga das Nações, objeto de análise desse trabalho
Abstract (english)
Brazil’s participation in the League of Nations, between wars, revealed a moment of growing assertion of the multilateralism that accommodated the juxtaposition of the binomial, sovereignty/international community. Pacifism, disarmament policy, and mutual assistance were summoned within the international system. Nevertheless, in Brazilian domestic policy we can note a pursuit to update and improve the military apparatus. The First Republic lived a moment of transition in which transformations accommodated the coexistence of a rigid and patriarchal structure with the invocation of the new and the modern; a consolidated “policy of governors” that suffered several challenges over time as in the “lieutenant movement”; an idealistic and pacifist statement on the international scene, and a strict and realistic policy within the domestic sphere. These were some of the factors shown clearly in the Old Republic that had as its economic base in such relations as with coffee, which allowed for a favorable trade balance permitting the creation of a new elite in society that blended private interests with the definition of politics in the public sphere. The result of this was a sense of grandeur reflected in Artur Bernardes’ foreign policy, as he was guided by a ceaseless quest for a permanent seat on the Security Council of the League of Nations, the subject of analysis of the work at hand
