Abstract (portuguese)
O propósito central da pesquisa é o de analisar a existência de três elementos que influenciam a ação de política externa do governo brasileiro na área dos biocombustíveis. O primeiro refere-se à evolução do etanol no Brasil e à alteração das condições matérias na área energética. O segundo refere-se ao destaque atribuído pelo governo de Luis Inácio Lula da Silva ao tema e aos rearranjos institucionais ocorridos recentemente. O terceiro constitui-se do objetivo de torná-los uma commodity internacional e de formar um mercado global, principalmente de etanol nesse primeiro momento. A sistematização e contextualização das ações para atingir esses objetivos foram desenvolvidas no âmbito bilateral, com os Estados Unidos, e no multilateral, com o intuito de analisar a dinâmica das ações da Política Eterna Brasileira nessas duas vertentes. A análise da evolução desse processo indica o adensamento da interação entre Brasil e Estados Unidos e das iniciativas nesse sentido
Abstract (english)
The main purpose of this research is to analyze the existence of three factors that influence the foreign policy actions of the Brazilian government in the area of biofuels. The first refers to the evolution of ethanol in Brazil and the material conditions in the energy sector. The second refers to the prominence given by the government of Luis Inácio Lula da Silva to the subject and the institutional rearrangements that have occurred recently. The third factor refers to the goal of turning biofuels into an international commodity and to establish a global market, especially for ethanol in the first moment. The systematization and contextualization of the undertaken actions to achieve these goals were studied at the bilateral level, with the United States, and at the multilateral level, in order to analyze the dynamics and initiatives of the Brazilian foreign policy in these two dimensions. The analysis of the development of this process indicates an increasing strength in the interaction between Brazil and the United States and in the initiatives in this direction
