Neoliberalismo, patriarcado e os supostos "valores familiais": o fenômeno da violência contra mulher no governo Bolsonaro (2019-2022).

Abstract

Este trabalho tem como propósito examinar o aumento dos casos de violência contra as mulheres durante o período do governo do ex-presidente Jair Messias Bolsonaro (2019-2022), caracterizado por retrocessos e retaliações aos direitos das mulheres e ao combate à violência de gênero. A abordagem metodológica adotada baseia-se nos princípios do materialismo histórico-dialético proposto por Karl Marx (2013), o estudo foi conduzido por meio de pesquisas bibliográficas, análise documental e dados publicados durante o referido governo. Nesse sentido, é essencial aprofundar a reflexão sobre a violência contra as mulheres, indo além das abordagens individuais, para compreender os desafios enfrentados pelos profissionais de Serviço Social. Implicando a investigação de suas origens estruturais e sistêmicas, bem como compreender a complexidade das expressões da questão social e a inserção das vítimas de violência doméstica nas políticas públicas, analisando a efetividade da Lei Maria da Penha (11.340/2006). Dessa forma, consideramos a formação sócio-histórica do patriarcado, bem como a conexão com o avanço do neoliberalismo e do neoconservadorismo aliados ao resgate dos chamados “valores da família” e religião no Brasil, sobretudo no governo Bolsonaro, que fortalecem posturas que ameaçam os direitos humanos e as políticas sociais. Nesse estudo verificou-se que a partir da eleição de 2018, com o mandatário eleito Jair Bolsonaro, houve um aumento das dificuldades ao confrontamento à violência de gênero, enfrentadas pelo avanço da estrutura neoliberal e neoconservadora em uma sociedade intrinsecamente patriarcal, bem como a apresentação de alternativas que busquem, de forma coletiva, combater os retrocessos e promover uma sociedade mais justa, além do fortalecimento e a unificação da categoria profissional.

The purpose of this paper is to examine the increase in cases of violence against women during the period of the government of former President Jair Messias Bolsonaro (2019-2022), characterized by setbacks and retaliation against women's rights and the fight against gender violence. The methodological approach adopted is based on the principles of historical-dialectical materialism proposed by Karl Marx (2013), the study was conducted through bibliographic research, documentary analysis and data published during the aforementioned government. In this sense, it is essential to deepen the reflection on violence against women, going beyond individual approaches, to understand the challenges faced by Social Work professionals. It implies the investigation of its structural and systemic origins, as well as understanding the complexity of the expressions of the social question and the insertion of victims of domestic violence in public policies, analyzing the effectiveness of the Maria da Penha Law (11.340/2006). Thus, we consider the socio-historical formation of patriarchy, as well as the connection with the advance of neoliberalism and neoconservatism combined with the rescue of so-called "family values" and religion in Brazil, especially in the Bolsonaro government, which strengthen postures that threaten human rights and social policies. In this study, it was found that since the 2018 election, with the elected representative Jair Bolsonaro, there has been an increase in difficulties in confronting gender violence, faced by the advance of the neoliberal and neoconservative structure in an intrinsically patriarchal society, as well as the presentation of alternatives that seek, collectively, to combat setbacks and promote a more just society, in addition to strengthening and unifying the professional category.
