A implementação do especialista em educação física nos anos iniciais do ensino fundamental: a realidade de três municípios do interior paulista

Abstract

Diante das varias realidades encontradas, em relação à implementação do especialista nos anos iniciais do ensino fundamental, fez-se necessário um estudo mais aprofundando para tentarmos entender e sanar nossas inquietações referentes às diferenças que encontramos, onde há o especialista atuando, onde ele atua parcialmente e sua ausência neste nível de ensino. O objetivo dessa pesquisa foi verificar como está sendo a implementação do professor especialista de educação física nos anos iniciais do ensino fundamental em três cidades vizinhas, no interior do estado de São Paulo, analisando as semelhanças e as diferenças dessa implementação. Para isso, foi usada a metodologia de entrevistas semi estruturadas, gravadas por áudio e vídeo, quando autorizados, que foram realizadas com secretários de educação, supervisores, diretores e coordenadores, totalizando quatorze pessoas entrevistadas. Após a coleta de dados, foi feita a codificação do conteúdo obtido na entrevista, comparando os pontos comuns e divergentes entre as cidades. Posteriormente à codificação, analisamos os resultados e chegamos à conclusão de que as leis vigentes que regem a educação no Brasil, deixam em aberto a atuação ou não desse profissional nos anos iniciais do ensino fundamental, delegando ou transferindo assim a decisão às prefeituras municipais, fazendo com que seja uma decisão política. Isso, gera uma discrepância muito grande entre as cidades, que fazem parte do mesmo macrossistema, a luz da teoria bioecológica do desenvolvimento humano de Bronfenbrenner, de modo que algumas cidades possuem o especialista com duas aulas semanais, outras com uma aula e há cidades sem atuação desse especialista nos anos iniciais.

Given the various realities encountered, in relation to the implementation of the specialist in the early years of elementary school, it was necessary to study in more depth to try to understand and remedy our concerns regarding the differences we found, where is the specialist acting, where he acts partially and his absence at this level of education. O The objective of this research was to verify how the implementation of the specialist physical education teacher in the initial years of teaching fundamental in three neighboring cities, in the interior of the state of São Paulo, analyzing the similarities and differences of this implementation. For that, the methodology of semi-structured interviews was used, recorded by audio and video, when authorized, which were carried out with education secretaries, supervisors, directors and coordinators, totaling fourteen people interviewed. After data collection, the content was coded obtained in the interview, comparing the common and divergent points between the cities. After coding, we analyzed the results and arrived at the conclusion that the current laws that govern education in Brazil leave in open to the role or not of this professional in the initial years of teaching fundamental, thus delegating or transferring the decision to city halls municipalities, making it a political decision. This generates a very large discrepancy between cities, which are part of the same macrosystem, in the light of the bioecological theory of human development of Bronfenbrenner, so that some cities have the specialist with two classes a week, others with one class and there are cities without this type of activity. specialist in the early years.
