A presente dissertação, situada no campo das relações internacionais, analisa os atentados de 11 de setembro como um marco para a história dos Estados Unidos e a política de segurança do governo George W. Bush. A partir das reflexões sobre a sociedade de risco e a modernização reflexiva, a ameaça difusa do terrorismo internacional é percebida como uma forma de mal-estar contemporâneo que usurpa a liberdade individual em nome da segurança coletiva. Para compreender os fatos que se sucederam aos atentados terroristas de 11 de setembro, busca-se reconstituir as raízes históricas do terror ao longo das últimas décadas do século XX e analisar as relações de aliança por conveniência da Guerra Fria.
Abstract (english)
Present thesis, related to the international relations field, assesses the relevance of the 9/11 attacks as a milestone in the history of the United States – as well as to George Bush's national security policy. Stemming from considerations over Beck's risk society and reflexive modernization, the fuzzy threat caused by international terrorism is perceived as a form of contemporary distress that seizes individual freedom in the name of a colective security. In order to understand the facts that followed 9/11 terrorist attacks, terror historical roots along the last decades of the 20th century must be reconstructed and Cold War convenient aliances must be revaluated.
