Acolhimento institucional: proteção ou punição?

Abstract

Com a presente pesquisa intenta-se avaliar os serviços prestados pelas instituições de acolhimento num município de médio porte, Uberaba (MG), bem como conhecer a atuação profissional das referidas instituições na efetivação do direito à convivência familiar. Na busca pelo referencial teórico, realizou-se levantamento em livros, periódicos, teses, monografias, dissertações, entre outras fontes. Concomitantemente, foi efetuada uma pesquisa documental, reportando-se às legislações, decretos e às resoluções relacionadas com o objeto de estudo. Para o aprofundamento do objeto de pesquisa, utilizou-se o método dialético, e como base teórica, o materialismo histórico-dialético, com abordagem qualitativa. Para alcançar o objetivo proposto foi realizada pesquisa de campo em três das cinco instituições de acolhimento do município de Uberaba (MG), as quais de forma coletiva contabilizam 38 (trinta e oito) crianças e adolescentes em situação de acolhimento; destas, 26 (vinte e seis) encontram-se com o poder familiar destituído, de acordo com os profissionais das instituições. Participaram cinco profissionais, sendo dois assistentes sociais e três psicólogos. A intenção inicial era entrevistar um assistente social e um psicólogo de cada instituição, ou seja, seis sujeitos. No entanto, um profissional não demonstrou disponibilidade no período de obtenção de dados. Como instrumento de recolha de dados foram realizadas entrevistas com roteiro norteador de perguntas semiestruturadas. Esses depoimentos foram gravados, transcritos, lidos e analisados. A análise e a interpretação dos dados propiciaram uma análise crítica a partir da organização dos serviços de acolhimento, do tempo que crianças e adolescentes permanecem institucionalizadas, idade dos acolhidos, motivo do acolhimento, organização das famílias, renda das famílias, integrantes das famílias que realizam visitas e o trabalho a elas direcionado. Do total de 38 (trinta e oito) acolhidos, apenas 10 (dez) estavam tendo acesso ao direito à convivência familiar. Os resultados da pesquisa demonstram que a ausência do acesso aos direitos sociais através de políticas públicas é o fator determinante para a institucionalização de crianças e adolescentes. Ocorre a judicialização da pobreza, dada à desproteção do Estado às famílias dos acolhidos.

This research aims to evaluate the services provided by the host institutions in a medium-sized municipality, Uberaba (MG), as well as to know the professional performance of these institutions in the realization of the right to family life. In the search for the theoretical reference, a survey was carried out in books, periodicals, theses, monographs, dissertations, among other sources. Concomitantly, a documentary research was carried out, referring to the legislations, decrees and resolutions related to the object of study. For the deepening of the object of research, the dialectical method was used, and as theoretical basis, historical-dialectical materialism, with a qualitative approach. In order to reach the proposed goal, field research was carried out in three of the five host institutions in the city of Uberaba (MG), which collectively account for 38 (thirty-eight) children and adolescents in the host situation; of these, 26 (twenty-six) are deprived family power, according to the professionals of the institutions. Five professionals participated, two social workers and three psychologists. The initial intention was to interview a social worker and a psychologist from each institution, that is, six subjects. However, a professional did not show availability during the data collection period. As a data collection instrument, interviews were conducted with a guideline guiding semi-structured questions. These statements were recorded, transcribed, read and analyzed. The analysis and interpretation of the data provided a critical analysis based on the organization of the reception services, the length of time that children and adolescents remain institutionalized, the age of the children, the reason for the reception, the organization of the families, the income of the families, visits and the work directed at them. Of the total of 38 (thirty-eight) welcomed, only 10 (ten) they were having access to the right to family life. The results of the research show that the lack of access to social rights through public policies is the determining factor for the institutionalization of children and adolescents. The judicialization of poverty occurs, due to the lack of protection of the State to the families of the welcome.
