A organização dos serviços de saúde foi profundamente impactada pela pandemia de COVID-19, em todos os níveis de atenção. A Atenção Primária à Saúde (APS), que é o eixo central e porta de entrada da Rede de Atenção à Saúde (RAS), também foi afetada pela pandemia, principalmente a prática odontológica, devido à geração de aerossóis, inerentes aos atendimentos. O objetivo nesta pesquisa foi analisar a organização dos serviços de saúde para o enfrentamento da COVID-19; a percepção dos profissionais sobre as mudanças ocorridas, no âmbito do SUS, e transferir o conhecimento produzido, por meio de Policy Briefs. O estudo descritivo-exploratório envolveu duas fases: a Fase I, inquéritos, enviados por e-mail aos participantes, com questões quantitativas e qualitativas, abordando a sobre as mudanças ocorridas nos serviços de saúde durante a pandemia. A Fase II consistiu na observação participante do campo prático nas unidades de APS. A pesquisa foi conduzida em um município do nordeste do estado de São Paulo, com todos os profissionais da APS (N=977) e da equipe de saúde bucal do município (N=197) e foram excluídos os que estavam afastados do serviço no momento da coleta, perfazendo um total de (n= 965) e (n=192) elegíveis, respectivamente. Responderam ao inquérito, 222 profissionais da APS e 95 de equipe de saúde bucal. Os resultados mostraram mudanças em relação ao uso de Equipamentos de Proteção Individual (EPIs), ao tipo de tratamento realizado, ao número de pacientes atendidos, ao espaçamento entre as consultas e houve relatos de insegurança dos profissionais. No entanto, a infraestrutura física das unidades de saúde, a disponibilização de EPIs para os pacientes e a limpeza dos consultórios ainda requerem melhorias. Os trabalhadores da APS perceberam mudanças positivas em relação à avaliação de sinais e sintomas dos usuários, à disponibilização de métodos de higienização das mãos, à marcação de sinalização de distanciamento e à realização de ações de limpeza nas unidades, o que nem sempre foram confirmadas pelas observações diretas. Os profissionais da APS apresentaram algum grau de ansiedade, com interferência dessa ansiedade em sua rotina diária. Houve associação entre ansiedade e variáveis: profissão (p-valor = 0.0483), histórico de infecção por COVID-19 (p-valor = 0.0327) e desenvolvimento das atividades diárias (p-valor < 0.0001). Após a etapa de coleta e análise dos dados foram produzidos três Policy Briefs, para subsidiar gestores e profissionais de saúde para enfretamento de crises sanitárias, no âmbito do SUS. Houve mudanças e impactos da pandemia nas práticas odontológicas, na organização dos serviços de saúde na APS e na ansiedade dos profissionais de saúde no âmbito do SUS.

The organization of health services, crucial for improving the Unified Health System (SUS), was deeply impacted by the COVID-19 pandemic, at all levels of care. Primary Health Care (PHC), which is the central axis and gateway to the Health Care Network (RAS), was also affected by the pandemic. Dental practice, likewise, was shaken by the health crisis, due to the generation of aerosols, inherent to the consultations. The objective of this research was to analyze the organization of health services to face COVID-19; the professionals' perception of the changes that have occurred within the scope of the SUS, and transferring the knowledge produced through Policy Briefs. The descriptive-exploratory study involved two phases: Phase I, consisting of surveys, sent by email to participants, with quantitative and qualitative questions, addressing the perception of SUS professionals about the changes that occurred in health services during the pandemic, from December 2020 to March 2021. Phase II consisted of participant observation of the practical field in the PHC units. The survey was conducted in a municipality in the northeast of the state of São Paulo, with all PHC professionals (N=977) and the municipality's oral health team (N=197), excluding those who were away from the service at the time. of the collection, making a total of (n=965) and (n=192) eligible, respectively. 222 professionals from the PHC and 95 from the oral health team effectively participated in the research, responding to the survey. The results showed changes in the use of Personal Protective Equipment (PPE), the type of treatment performed, the number of patients treated, the spacing between consultations and there were reports of insecurity among professionals. However, the physical infrastructure of the unit's health services, providing PPE to patients, and cleaning offices still require improvement. PHC workers noticed positive changes in the evaluation of signs and symptoms of users, the availability of hand hygiene methods, marking of distancing signs, and carrying out cleaning actions in the units, which were not always confirmed by direct observations. PHC professionals showed some degree of anxiety, with interference from this anxiety in their daily routine. There was an association between anxiety and variables: profession (P-value = 0.0483), history of COVID-19 infection (P-value = 0.0327), and performance of daily activities (P-value < 0.0001). After the data collection and analysis stage, three Policy Briefs were produced to support managers and health professionals in coping with health crises within the scope of the SUS. There were changes and impacts of the pandemic on dental practices, on the organization of health services in PHC, and the anxiety of health professionals within the scope of the SUS.
