Selecionar, controlar e distribuir: o Instituto Nacional de Imigração e Colonização e a política imigratória brasileira (1952-1955)

Abstract

A pesquisa busca elucidar alguns aspectos dos movimentos imigratórios que se dirigiram para o Brasil após a Segunda Guerra Mundial. Objetiva-se, mais especificamente, a análise dos debates ocorridos na primeira metade dos anos 1950 em torno da política imigratória brasileira que deveria ser estabelecida por meio da fundação do Instituto Nacional de Imigração e Colonização (INIC) e do desenvolvimento de suas atividades. Pretendemos constatar se, durante as discussões acerca da criação do INIC, os senadores e deputados defenderam ou rejeitaram a vinda de imigrantes e refugiados para o Brasil no contexto do pós-Segunda Guerra, identificando as regiões do país que representaram no Congresso Nacional e compreendendo os seus objetivos ao aceitarem ou refutarem a configuração da política imigratória proposta, inicialmente, pelo Poder Executivo. Nessa investigação, procuramos apreender os diferentes discursos que trataram sobre a figura do imigrante tanto nos debates políticos quanto nas práticas administrativas. Verificamos, inclusive, quais eram os propósitos e as principais preocupações dos dirigentes do Instituto Nacional de Imigração e Colonização em seu primeiro ano de atividade, bem como a relação entre os diferentes organismos nacionais e internacionais que exerceram influência sobre a política imigratória brasileira na primeira metade dos anos 1950. Em decorrência das características do próprio objeto de estudo, sobre o qual existe uma singular dificuldade de compilação dos dados, serão analisadas principalmente as transformações e as permanências institucionais qualitativamente observáveis. Para alcançar a esses objetivos, a presente pesquisa abrange um vasto conjunto de fontes, constituído principalmente pelos Diários da Câmara dos Deputados (1952-1954); Livros dos Anais do Senado da República (1953-1954); Mensagens presidenciais encaminhadas ao Congresso Nacional (1951-1954); Dossiê da Câmara dos Deputados referente ao PL 2110/1952; e documentos consultados no Arquivo Histórico do Itamaraty (Rio de Janeiro, Brasil) e no Arquivo Diplomático do Ministério dos Negócios Estrangeiros (Lisboa, Portugal).

The research seeks to elucidate some aspects of the immigration to Brazil after the Second World War. More specifically, the objective is to analyze the debates that took place in the first half of the 1950s around the Brazilian immigration policy that should be established through the foundation of the National Institute of Immigration and Colonization (INIC) and the development of its activities. We intend to verify if, during the discussions about the creation of the INIC, senators and deputies defended or rejected the arrival of immigrants and refugees to Brazil in the context of post-World War II, identifying the regions of the country that they represented in the National Congress and understanding their objectives when accepting or rejecting the configuration of the immigration policy initially proposed by the Executive Branch. In this investigation, we seek to apprehend the different discourses that dealt with the figure of the immigrant both in political debates and in administrative practices. We also verified what were the purposes and the main concerns of the leaders of the National Institute of Immigration and Colonization in its first year of activity, as well as the relationship between the different national and international organizations that had an influence on Brazilian immigration policy in the first half of the 1950s. As a result of the characteristics of the object of study, on which there is a particular difficulty in compiling the data, we‟ll primarily analyze the institutional transformations and permanencies that are qualitatively observable. In order to achieve these objectives, the present research covers a wide range of sources, consisting mainly of the Diaries of the Chamber of Deputies (1952- 1954); Annals Books of the Senate of the Republic (1953-1954); Presidential messages sent to the National Congress (1951-1954); Dossier of the Chamber of Deputies regarding PL 2110/1952; and documents consulted at the Itamaraty Historical Archive (Rio de Janeiro, Brazil) and at the Diplomatic Archive of the Ministry of Foreign Affairs (Lisbon, Portugal).
