Serviço social e dimensão educativa: um olhar a partir das oscs na política de assistência social

Abstract

O objetivo principal desse estudo pautou-se em compreender a dimensão educativa do trabalho profissional do assistente inserido na Política de Assistência Social, por intermédio das OSCs na cidade de Barretos-SP. Entendendo que o profissional assistente social, desde o surgimento da profissão, foi requisitado para intervir junto às expressões da questão social dentro da sociabilidade do capital, e, desde então, seu caráter educativo é evidenciado. As circunstâncias ocasionadas pelo neoliberalismo, sobretudo, no contexto da América latina, contingente brasileiro, espaço geográfico de capitalismo periférico demonstra um espaço particular ao trabalho do assistente social na contemporaneidade, entendendo, sobretudo, o contexto das políticas Neoliberais que redirecionam o posicionamento do Estado para interferir minimamente aos direitos sociais, trazendo o destaque da presença das organizações da sociedade civil – OSC no trabalho social. De forma direta ou indireta estas instituições têm hoje uma grande responsabilidade, tais quais as de promover de forma continuada vários serviços que legalmente são de responsabilidade do Estado e que hoje lhe és terceirizado. Para pensar o trabalho do assistente social por meio de sua dimensão educativa, considerando o contexto de Estado mínimo e ofensiva do capital tornou-se necessário conhecer este espaço e o trabalho profissional ali desenvolvido. A Política de Assistência Social no município de Barretos/SP foi o cenário da pesquisa e as OSCs que possuem o assistente social em seu quadro funcional formaram a amostra deste estudo. A possibilidade de contato próximo com os indivíduos e com suas vulnerabilidades, sobretudo, as fragilidades que a organização do capital os coloca, estimulou o interesse por este lócus. E é neste contexto, cheio de possibilidades e desafios que se buscou compreender a importância do contexto profissional inseridos nestas instituições da Política de Assistência Social, por este motivo, a grande importância desta pesquisa foi levantar possibilidades e caminhos pela função pedagógica do trabalho profissional do assistente social inseridos na esfera não-governamental, na execução da Política de Assistência Social. Compreendendo que este espaço atua com menos influências coercitivas do Estado, na tentativa de tecnicizar e racionalizar o trabalho do assistente social, pode ter maior concepção crítica e, se aplicado de tal maneira é um forte aliado, podendo contribuir para a construção de uma sociedade mais justa. Tal investigação foi norteada através de estudos bibliográficos aprofundados pela perspectiva crítica dialética. Também utilizou a pesquisa de campo. Como instrumentos para a apreensão dos dados utilizou-se o questionário, a entrevista buscando valorizar a história e experiência dos participantes.

The main objective of this study was to understand the educational dimension of the professional work of the assistant inserted in the Social Assistance Policy, through the CSOs in the city of Barretos-SP. Understanding that the social worker, since the emergence of the profession, was ordered to intervene with the expressions of the social question within the sociability of capital, and since then its educational character is evidenced. The circumstances caused by neoliberalism, especially in the context of Latin America, Brazilian contingent, geographic space of peripheral capitalism demonstrates a special space for the work of the social worker in the contemporary understanding, above all, the context of neoliberal policies that redirect the positioning of the State to interfere minimally with social rights, highligthting the presence of civil society organizations – CSO in social work. In a direct or indirect way these institutions have a great responsability today, such as to promote in a continuous way several services that legally are the responsability of the State and that today you are outsourced to it. To trink about the work of the social worker through is educational dimension, considering the contexto f minimum and offensive state of capital, it became necessary to know this space and the professional work developed there. The Social Assistance Policy in the city of Barretos/SP was the scenario of the research and the CSOs that have the social worker in their functional framework formed the sample of this study. The possibility of close contact with individuals and their vulnerabilities, especially the fragilities that the organization of capital places them, stimulate the interest for this locus, And it is in this context, full of possibilities and challenges that we soughth to undesland the inportance of the Professional context inserted in these institutions of the Social Assistence Policy, for this reason, the great importance of this research was to raise possibilities and paths for the pedagogical function of the professional work of the social worker inserted in the non-governmental sphere, in the implementation of the Social Assistence Policy. Understanding that this space acts with less coercive influences of the State, in na attempt to technicize and rationalize the work of the social worker, can have greater critical conception and, if applied in such a way is a strong ally, and can contribute to the constrution of a more Just society. Sush research whas guided by in-depth bibliographical studies by the dialectical critical perspective. He also used Field research, As instruments for the seizure of the data the questionnarie was used, the interview seeking to value the history and experience of the participants.
