A incorporação do conceito de território pela Política Pública de Assistência Social como estratégia de gestão nas áreas de abrangência dos CRAS

Abstract

A Constituição Federal de 1988 conferiu à Assistência Social o status de Política Pública. Desde então, a Assistência Social, enquanto política pública de Seguridade Social, vem se consolidando numa trajetória de desafios. Aprovada no ano de 2004, a Política Nacional de Assistência Social incorpora explicitamente, enquanto um de seus eixos estruturantes, o território com a proposta de implantar os Centros de Referência de Assistência Social (CRAS) como uma de suas estratégias de territorialização. Assim, inauguram-se novas formas para a gestão e operacionalização desta política, direcionando-a para a identificação e o enfrentamento das situações de vulnerabilidade e risco social. O objetivo da pesquisa é analisar a gestão da Política Pública de Assistência Social nos municípios de Caiuá e Presidente Prudente/SP frente às diretrizes da Política Nacional de Assistência Social desdobrados especificamente. Na análise da Política de Assistência Social e da trajetória da perspectiva territorial, a partir da Constituição Federal de 1988, destacam-se os principais marcos, construindo um debate geográfico sobre os conceitos de território e território usado e problematizando-o no âmbito da Política Nacional de Assistência Social; além disso, deve-se conhecer e analisar a gestão municipal da Assistência Social de Caiuá e Presidente Prudente com vistas a identificar como e em que medida as diretrizes, ações e instrumentos estão sendo incorporados.

The Federal Constitution of 1988 bestowed upon Social Work the status of public policy. Since then, Social Work, as a Social Security public policy, has been consolidating itself in a trajectory of challenges. Approved in 2004, the National Social Work Policy explicitly incorporates the territory as one of its structural axis with the proposition of implementing the Social Work Reference Centers (CRAS) as a strategy towards territorialization. Therefore, it opens new ways to manage and implement this policy, which aims to identify and confront the situations of vulnerability and social risk. The purpose of this research is to analyze the management of the Social Work Public Policy in Caiuá and Presidente Prudente towns in view of the National Social Work Policy guidelines, specifically unfolded. The analysis of the Social Work Policy and of the territorial perspective, from the Federal Constitution of 1988, reveal key milestones, which make possible geographic debates on the concepts of territory and used territory, and question them within the ambit of the National Social Work Policy; moreover, the research tried to and meet and analyze the municipal management concerning Social Work in Caiuá and Presidente Prudente in order to identify how and in what extent the guidelines, actions and tools are being incorporated.
