Resumo

Evaluating the performance of the Brazilian State in rural areas, we observe that the actions have always been in favor of the agrarian elite, marginalizing other social segments. In the context of agricultural modernization, it became clear that the State favored large and medium farmers at the expense of the small ones, from a set of established policies, especially rural credit. In the 1990s, with the emergence of the territorial approach to development and its adoption by the Brazilian government, some policies for the Brazilian countryside started to benefit the small producer, such as the National Program for Strengthening Family Farming (PRONAF). Later in the 2000s, the Food Acquisition Program (PAA), and the National School Feeding Program (PNAE) created new opportunities to obtain income. Within this context, this article seeks to highlight the performance of the Brazilian State throughout its history, considering the implementation of public policies, which changed the dynamics in rural areas, from a set of elements that exemplify each of them.
