A “revolução digital” tem sido assunto recorrente nos meios de comunicação e nas políticas públicas. Permeia, nas atuais condições de produção, a ideia de que fazer parte do mundo digital(izado), ou seja, ter acesso ao ambiente digital, garante inserção social, assim como ascensão econômica dos chamados usuários da tecnologia. Diante dessa premissa, este trabalho tem como objetivo geral investigar o(s) discurso(s) relacionado(s) às tecnologias digitais, bem como o transcurso de assujeitamento diante do paradigma tecnológico enquanto processo discursivo. A nossa hipótese prefigura que as vozes institucionais brasileiras tratam as tecnologias digitais como via para o crescimento econômico do país, bem como para o acesso a lugares de prestígio no cenário internacional e, por isso, fazem dos valores simbólicos atrelados às TDIC (Tecnologias Digitais de Informação e Comunicação) efeitos de poder. Valendo-nos do dispositivo teórico da Análise do Discurso (AD) francesa pêcheuxtiana, procuramos: (i) verificar se e de que modo os discursos institucionais agenciam o sujeito para o consumo da tecnologia; (ii) investigar as relações de poder que constituem os discursos sobre as tecnologias digitais de informação e comunicação; e (iii) analisar os efeitos de sentidos que emergem do significante desenvolvimento e suas paráfrases. Deste modo, a partir do documento Estratégia brasileira para a transformação digital, publicado durante o período em que Michel Temer ocupou o governo, nossa análise ocupa-se das questões que atravessam o mundo digital(izado). Nesse sentido, os gestos de interpretação propiciaram considerações a respeito das relações de força que constituem as vozes institucionais, bem como apontamentos sobre o modo como o Estado concebe a Educação, diante de um ensino escolar baseado na relação trabalho/educação. Conforme essa visão, a qualificação profissional é privilegiada em detrimento da dimensão da integralidade humana, o que pode apontar a perspectiva das TDIC na reestruturação dos processos produtivos, assim como o agenciamento de mão de obra trabalhadora para as tecnologias digitais, resultados que ratificam nossa hipótese inicial, a de que o Estado tem procurado maneiras de se (re)estabelecer no cenário internacional, sinalizando, também, a identificação com o discurso identitário do país do futuro.

The “digital revolution” has been a recurring issue in the media and public policies. In the current production conditions, it permeates the idea that being part of the digital(ized) world, that is, having access to the digital environment, guarantees social insertion, as well as the economic rise of so-called users of technology. In view of this premise, this work has the general objective of investigating the discourse(s) related to digital technologies, as well as the passage of subjection before the technological paradigm as a discursive process. Our hypothesis prefigures that Brazilian institutional voices treat digital technologies as a way for the country's economic growth, as well as for access to prestigious places in the international scenario and, therefore, make symbolic values linked to DTIC (Digital Technologies of Information and Communication) effects of power. Using the Pêcheuxtian French Discourse Analysis (DA) theoretical device, we seek: (i) verify if and in what way the institutional speeches provide the subject for the consumption of technology; (ii) investigate the power relations that make up the discourses on digital information and communication technologies; and (iii) analyze the effects of meanings that emerge from the significant development and its paraphrases. Thus, from the document Brazilian Strategy for Digital Transformation, published during the period in which Michel Temer occupied the government, our analysis deals with the issues that cross the digital(ized) world. In this sense, the gestures of interpretation provided considerations regarding the power relations that constitute the institutional voices, as well as notes on the way the State conceives Education, in the face of school education based on the work/education relationship. According to this view, professional qualification is privileged to the detriment of the dimension of human integrality, which may point to the perspective of TDIC in the restructuring of productive processes, as well as the agency of working labor for digital technologies, results that confirm our hypothesis that the State has been looking for ways to (re)establish itself on the international stage, also signaling its identification with the identity discourse of the country of the future.
