Turismo na Amazônia: políticas públicas e desenvolvimento nos municípios de Cametá e Santarém no estado do Pará

Abstract

A relação entre desenvolvimento e turismo, como estratégia espacial, é fomentada nas diferentes escalas através de ações deliberadas no âmbito do poder público. Na interpretação desses processos, é necessário considerar os aspectos socioespaciais do turismo e as políticas públicas que são levadas a cabo em diferentes realidades, a exemplo de municípios da região amazônica. Nestes termos, este trabalho tem o objetivo de identificar as políticas públicas que vêm sendo planejadas e implementadas, nas várias esferas de poder, nos Municípios de Cametá e Santarém no Estado do Pará caracterizados como realidades representativas de uma Amazônia ribeirinha. Os procedimentos metodológicos utilizados incluem a pesquisa bibliográfica e documental, além de entrevistas realizadas junto às entidades ligadas ao turismo e instituições responsáveis pela sua elaboração e execução, bem como os turistas e a população local. A partir do delineamento desses procedimentos de pesquisa buscamos analisar as políticas que, direta ou indiretamente, contribuem para o incremento do turismo nos municípios lócus da pesquisa, tendo em vista as modalidades incentivadas, as intervenções espaciais, as particularidades sociogeográficas e a perspectiva do desenvolvimento. Consideramos que a Amazônia ribeirinha não é potencializada nas práticas das políticas públicas de turismo nos municípios estudados. A partir dos polos de turismo do Estado do Pará, que são muito extensos, os municípios são tratados de forma genérica e suas características sociogeográficas pautadas no modelo de turismo que não possibilita a promoção ou reafirmação da identidade local, não sendo do mesmo modo um instrumento de desenvolvimento socioespacial. O potencial destes municípios sugere a valorização do patrimônio histórico-cultural e da especificidade contida na importância do rio em termos econômicos e simbólicos culturais.

The relationship between development and tourism, as space strategy, it is fomented in the different scales through deliberate actions in the extent of the public power. Like this, in the interpretation of those processes, it is necessary to consider the aspects Socio-spatial of the tourism, the public politics that you/they are carried out in different realities, to example of municipal districts of the Amazonian area. In these terms, this work has the purpose of identifying the public politics that you/they have been drifted and implemented in the several spheres of power, in the Municipal districts of Cametá and Santarém in the State of Pará, characterized as representative realities of an Amazonian riverside. The used methodological procedures include the bibliographical and documental research, besides interviews accomplished the linked entities close to the tourism and responsible institutions for his/her elaboration and execution, as well as the tourists and the local population. Starting from the delineate of those research procedures we looked for to analyze the politics that, direct or indirectly, they contribute to the increment of the tourism in the municipal districts lócus of the research, tends in view the motivated modalities, the space interventions, the particularities Socio-geographical and the perspective of the development. We considered that the Amazonian riverside is not potentiated in the practices of the public politics of tourism in the studied municipal districts. Starting from the poles of tourism of the State of Pará, that healthy very extensive, the municipal districts are treated of generic form and their characteristics ruled socio-geographical in the model of tourism that doesn't make possible the promotion or reaffirmationof the local identity, not being in the same way an instrument of development Socio-spatial, where the potential of these municipal districts suggests the valorization of the historical-cultural patrimony and of the specificity contained in the importance of the river in economical and symbolic terms cultural.
