Resumo
O objetivo central deste trabalho consistiu em investigar os dilemas sobre a configuração do público no Estado capitalista, desenvolvendo a tese de que, com o ajuste estrutural neoliberal, as práticas de participação popular, como o Orçamento Participativo (OP), e as formas de protagonismo possibilitadas pela autonomia universitária passam a estar submetidas a tensões, entre, de um lado, o transformismo operado para produzir as melhores condições para a reprodução do padrão hegemônico de poder do capital e legitimar uma ordem social em que os direitos sociais universais são paulatinamente desconstruídos e, de outro, as lutas que forjam práticas autônomas que possam afirmar o público contra a esfera privada-mercantil. Através da pesquisa bibliográfica buscou-se explicitar e analisar as ressignificações promovidas pela nova esquerda ou pela esquerda pós-moderna em conceitos e categorias importantes como democracia, revolução e reforma social, participação, sociedade civil e esfera pública. O que tem se apresentado como um projeto político de transformação radical das sociedades contemporâneas configura uma estratégia política que naturaliza o capitalismo, descartando qualquer possibilidade de ruptura e superação de seu projeto de dominação e de sociabilidade. A tese indaga sobre o caráter e a natureza de projetos de participação social ou popular, como os orçamentos participativos de entes que a Constituição Federal afirmou como autônomos - município e universidade - no contexto das profundas transformações engendradas pelo ajuste estrutural neoliberal em curso nas duas últimas décadas do século XX e no início do XXI. A investigação não se restringiu aos OPs, mas os incorporou como parte do objeto de pesquisa, no exame dos dilemas e tensões da autonomia e da participação social...
The central objective of this work consisted of investigating the dilemma on the configuration of the public in the capitalist State, developing the thesis of that, with the neoliberal structural adjustment, practical of popular participation, as Participative Budgets (OP), and the forms of protagonism made possible by the university autonomy start to be submitted the tensions, enters, of a side, the operated transformismo to produce the best conditions for the reproduction of the hegemonic standard of being able of the capital and to legitimize a social order where the universal social rights gradually are desconstruídos and, of another one, the fights that they forge practical autonomous worker that they can affirm the public against the private-mercantile sphere. Through the bibliographical research one searched to explicitar and to analyze the ressignificações promoted for the new left or the after-modern left in concepts and important categories as democracy, revolution and social reform, participation, civil society and public sphere. What if it has presented as a project politician of radical transformation of the societies contemporaries configures a strategy politics that naturalizes the capitalism, discarding any possibility of rupture and overcoming of its project of domination and sociability. The thesis inquires on the character and the nature of projects of social or popular participation, as the participative budgets of beings who the Federal Constitution affirmed as independent - city and university - in the context of the deep transformations produced for the neoliberal structural adjustment in course in the two last decades of century XX and in the beginning of the XXI. The inquiry was not restricted to the OPs, but it incorporated them as part of the research object, in the examination of the dilemma and tensions of the autonomy and...
