Resumo
Nos processos de transição democrática, a expansão de práticas democráticas e de uma cultura de cidadania, aliada às mudanças institucionais formais, constituem preocupação fundamental. No Brasil, o eixo de debate e das lutas sociais concretas tem a ver com a definição formal de cidadania (limites sociais entre incluídos e excluídos) e com o alcance dos direitos dos incluídos.
The fundamental concerns in a process of democratic transition are the difusion of democratic practices and the difusión oí a citizen culture associated with formal institutional changes. In Brazil, the central focus of the debates and the concret social conflict are related to the formal definition of the citizenship. It means the legal rules which define those who are entitled and those who are not, and the scope of the rights.
