Resumo
O presente trabalho tem como objetivo analisar a reforma administrativa realizada pelo Governo Fernando Collor de Mello (1990-1992). Essa reforma compunha a agenda de Fernando Collor desde a campanha presidencial de 1989 e foi executada com a sua vitória, sendo parte importante da chamada reforma do Estado, ação que entendia que o modelo estatal vigente até 1990 estava falido e a sua estrutura era a causa da crise econômica, fiscal e inflacionária que o país vivia, assim como a origem do mau serviço público e da corrupção. Além da crise econômica, a administração pública possuía um histórico de problemas, que dificultava a organização e a promoção de serviços por parte do Estado, o que demandava ações efetivas por parte do novo presidente. Dessa forma, pelas análises bibliográfica e das fontes, analisaremos o papel Executivo federal na construção da sua reforma administrativa, buscando entender as suas justificativas, o processo de execução da reforma, a sua relação com o contexto político-econômico do período e quais os resultados alcançados.
The present work aims to analyze the administrative reform carried out by the Fernando Collor de Mello Administration (1990-1992). This reform was part of Fernando Collor's agenda since the 1989 presidential campaign and will be carried out with his victory, being an important part of the so-called state reform, an action that understood that the state model in force until 1990 was bankrupt and its structure was the cause. the economic, fiscal and inflationary crisis that the country was experiencing, as well as the origin of bad public service and corruption. In addition to the economic crisis, the public administration had a history of problems that made it difficult for the State to organize and promote services, which required effective actions by the new president. Thus, through bibliographical and sources analysis, we will analyze the federal Executive role in the construction of its administrative reform, seeking to understand its justifications, the process of execution of the reform, its relationship with the political-economic context of the period and the results achieved.
