Resumo
Aquisição de documentos é uma das atividades desenvolvidas pelos arquivos. Esse
processo, realizado a partir da avaliação, seleção e incorporação ao arquivo, é
necessário, em geral, para agregar às instituições arquivísticas públicas,
documentos produzidos fora do contexto governamental. O processo de aquisição
ocorre a partir de diversas atividades, que vão desde a localização do acervo,
avaliação e constatação de importância, seleção dos documentos a serem
adquiridos e incorporação e formalização da entrada dos documentos na instituição
receptora. Estas atividades ocorrem, na maioria das instituições, sem uma reflexão
teórica preliminar. A partir da perspectiva da arquivologia pós-moderna ou ainda
pós-custodial, vem sendo ressignificado no campo teórico, buscando uma atuação
social. Em vista disso, a formação dos acervos documentais dos arquivos públicos
deve também ser pensada de forma democrática, para atender todos os âmbitos
sociais. Nesse sentido, buscamos discutir o processo de aquisição de arquivos
privados, refletindo também sobre temas transversais como o patrimônio
documental, a noção de interesse público, os caminhos que vêm sendo percorridos
pelos arquivos e pela arquivologia, e diversos outros. O principal objetivo desse
estudo é construir um modelo de diretriz para ser utilizado para base para
construção de políticas de aquisição de arquivos pessoais, devido ao fato de que a
maioria dos arquivos públicos desempenham tal atividade sem qualquer protocolo
que o norteie. Buscando compreender a prática do processo de aquisição,
desenvolvemos um estudo de caso do Arquivo Nacional, visando examinar os
processos de aquisição já realizados pela instituição e os arquivos pessoais que
fazem parte do seu acervo. Para desenvolvimento dessa pesquisa, utilizamos o
método estudo de caso, dividido em três etapas: (1) Levantamento teórico; (2)
Coleta de dados do Arquivo Nacional; (3) Análise dos dados coletados. Deste modo,
compreendemos que as políticas arquivísticas tornam-se indispensáveis para a
transparência e democratização da formação dos acervos arquivísticos públicos,
consideramos ainda que, é necessário refletir acerca do alinhamento dos arquivos
públicos aos novos paradigmas arquivísticos, indo em direção a uma visão social
dos arquivos, e expandindo os interesses dessas instituições.
Acquisition of documents is one of the activities developed by the archives. This process, carried out from the evaluation, selection and incorporation into the archive, is generally necessary to add documents produced outside the governmental context to public archival institutions. The acquisition process is based on several activities, ranging from locating the collection, assessing and verifying its importance, selecting the documents to be acquired and incorporating and formalizing the entry of documents into the receiving institution. These activities take place, in most institutions, without a preliminary theoretical reflection. This practice becomes a hindrance to the construction of transparency in archival institutions, opening spaces to discuss and question the legitimacy and importance of the collections of public institutions. In addition, archives, from the perspective of postmodern or post-custodial archival science, have been re-signified in the theoretical field, seeking social action. In view of this, the formation of document collections in public archives must also be thought of in a democratic way, to serve all social spheres. In this sense, we seek to discuss the process of acquiring private records, also reflecting on cross-cutting themes such as documentary heritage, the notion of public interest, the paths that have been followed by archives and archival science, and many others. The main object of this study is to build a guideline model to be used as a basis for building policies for the acquisition of private records, due to the fact that most public archives perform this activity without any protocol to guide it. Seeking to understand the practice of the acquisition process, we developed a case study of the National Archives, aiming to examine the acquisition processes already carried out by the institution and the personal files that are part of its collection. To develop this research, we used the case study method, divided into three stages: (1) Theoretical survey; (2) Data collection from the National Archives; (3) Analysis of collected data. In this way, we understand that archival policies become indispensable for the transparency and democratization of the formation of public archival collections, we also consider that a reflection on the alignment of published archives to the new archival paradigms is necessary, moving towards a social vision of the archives, and expanding the interests of these institutions.
