Resumo
O presente estudo tem por objetivo analisar e refletir criticamente acerca do trabalho da/o assistente social na implementação da Política Estadual de Humanização (PEH), na Rede Regional de Atenção à Saúde (RRAS) 13, macrorregião Nordeste do estado de São Paulo. A PEH foi criada em julho de 2012, tendo como tarefa integrar e potencializar as ações de humanização já desenvolvidas, considerando além das diretrizes e método da Política Nacional de Humanização (PNH), as necessidades da população e do gestor do estado de São Paulo, bem como o perfil do sistema de saúde local. A partir do referencial teórico do materialismo histórico-dialético, buscamos apreender a trajetória histórica percorrida pelo tema humanização até se constituir como uma Política, ganhando espaço nas discussões entre usuários, profissionais e gestores da saúde como estratégia de interferência no processo de produção de saúde, de modo a alcançar a qualificação da atenção e da gestão, e efetivação dos princípios e diretrizes do Sistema Único de Saúde (SUS). Trata-se de um estudo de caráter exploratório e qualitativo, com pesquisa bibliográfica, documental e de campo, cuja fonte empírica se ancora nas entrevistas semiestruturadas, com uso de roteiro de entrevista, disponibilizado de forma online, com questões abertas e fechadas, tendo como participantes os assistentes sociais e demais profissionais de saúde requisitados a integrar os Centros Integrados de Humanização (CIH), espaços propostos pela PEH para implementação dessa política na região de saúde supracitada, e como recorte temporal a publicação da Resolução SS nº 13, de 05/02/2014 que coloca no rol de indicadores obrigatórios às instituições de saúde prestadoras de serviço ao estado de São Paulo, o cumprimento das metas propostas pela PEH. Por meio da reflexão crítica e correlação com o referencial teórico metodológico do Serviço Social identificamos que o assistente social por sua habilidade na compreensão da realidade, pela experiência com o trabalho interdisciplinar e pela defesa dos direitos sociais, alicerces de sua formação e projeto ético-político, tem participado da construção coletiva de estratégias para efetivação do SUS universal, integral e humanizado e enfrentamento as dificuldades e desafios frente ao cenário contemporâneo e os impactos da Pandemia Covid 19.
The present study aims to analyze and critically reflect on the work of social workers in the implementation of the State Humanization Policy (PEH), in the Regional Health Care Network (RRAS) 13, in the Northeast macro-region of the state of São Paulo. From the theoretical framework of historical-dialectical materialism, we seek to apprehend the historical trajectory taken by the humanization theme until it became a Policy, gaining space in the discussions between users, professionals and health managers as a strategy of interference in the health production process, in order to achieve the qualification of care and management, and implementation of the principles and guidelines of the Unified Health System (SUS). This is an exploratory and qualitative study, with bibliographical, documentary and field research, whose empirical source is anchored in semi-structured interviews, using an interview script, available online, with open and closed questions, with the aim of participants, social workers and other health professionals required to integrate the Integrated Humanization Centers (CIH), spaces proposed by the PEH for the implementation of this policy in the aforementioned health region, and as a temporal cut the publication of Resolution SS nº 13, of 05/ 02/2014 that places in the list of mandatory indicators for health institutions providing services to the state of São Paulo, the fulfillment of the goals proposed by the PEH. Through critical reflection and correlation with the theoretical and methodological framework of Social Work, we identified that the social worker for his ability to understand reality, for his experience with interdisciplinary work and for the defense of social rights, foundations of his formation and ethical-political project , has participated in the collective construction of strategies for the realization of the universal, integral and humanized SUS and facing the difficulties and challenges facing the contemporary scenario and the impacts of the Covid 19 Pandemic.
