Resumo
Este trabalho tem como objeto de estudo as políticas públicas de inclusão escolar das pessoas com surdez. Seu objetivo foi investigar a articulação dos diferentes entes federativos na oferta de educação escolar para alunos com surdez, e a forma como os sistemas de ensino organizam o Atendimento Educacional Especializado para surdos, de forma complementar e integrada à escola regular. Utilizamos como metodologia a pesquisa de natureza bibliográfica e análise documental, levantando teses e dissertações sobre o assunto pesquisado, bem como documentos oficiais referentes a legislações do país. Investigou-se, portanto, a legislação existente no país para a garantia dos direitos dos alunos surdos matriculados na Educação Básica. Para tanto, foi feita uma apresentação do histórico das conquistas da comunidade surda no Brasil e no mundo, sendo este último de forma mais sucinta, além de buscar compreender como se concretiza nos dias atuais a infraestrutura ofertada pelas redes de ensino, com foco na formação de professores. A primeira conquista da comunidade surda no país, em termos de educação, ocorre no século XIX e é seguida de obstáculos. Apesar de ser uma discussão iniciada há quase dois séculos atrás, muitas conquistas aconteceram somente nos últimos anos, portanto buscou-se também entender quais desafios a política nacional ainda urge vencer.
The object of study of this work is the public policies of school inclusion of deaf people. We aimed to investigate the articulation of the different federative entities in the provision of school education for students with deafness, and the way in which the education systems organize Specialized Educational Care for the deaf, in a complementary and integrated way to the regular school. We used bibliographic research and documentary analysis as the methodology, raising theses and dissertations on the researched subject, as well as official documents referring to the legislation of the country. Therefore, we investigated the existing legislation in the country that guarantees the rights of deaf students enrolled in Basic Education. To this end, a presentation was made of the history of the achievements of the deaf community in Brazil and in the world, the latter being more succinctly, in addition to seeking to understand how the infrastructure offered by the education networks is implemented today, focusing on teacher training. The first conquest of the deaf community in the country, in terms of education, occurs in the nineteenth century and is followed by obstacles. Despite being a discussion started almost two centuries ago, many achievements have happened only in recent years, so we also sought to understand what challenges national politics still needs to overcome.
