Resumo

Nos anos 80, vários países passaram a apresentar estagnação do nível de atividade, além de profundos desequilíbrios macroeconômicos, em especial o crescente deficit público. No Brasil, essa conjuntura não foi diferente. A dívida líquida total em relação ao PIB passou de 36%, em 1982, para cerca de 49%, no início da década de 90. Sendo assim, várias despesas tiveram de ser reduzidas, entre elas as relativas ao investimento público. Com o surgimento do Plano Real, a estabilidade econômica foi alcançada com grande êxito, porém a dívida pública do País tornou-se insustentável, agravando ainda mais os investimentos públicos. Em 1994, a Formação Bruta do Capital Fixo da Administração Pública, que já era baixa, 3,61% do Produto Interno Bruto (PIB), decresce para 1,7% em 2003. As baixas taxas de investimento público refletem a situação precária da atual infraestrutura do País, onerando a produção e impossibilitando o tão almejado crescimento econômico a longo prazo. Estudo realizado pela Associação Brasileira de Infra-estrutura e Indústria de Base (ABDIB) em 2006 estimou que, a partir deste ano (2007), o Brasil precisaria investir mais de R$ 87 bilhões por ano em infra-estrutura para amenizar os gargalos existentes na economia. A previsão do Programa de Aceleração do Crescimento (PAC) está dentro desta estimativa, dispondo de um total de R$ 503,9 bilhões para o período de 2007-2010. Porém, até o primeiro semestre de 2007, dos R$ 14,7 bilhões previstos no ano pelo Orçamento da União, somente R$ 1,374 bilhão havia sido executado pelo Governo. Além disso, analisando os relatórios do Plano Plurianual (PPA), de 2004- 2007, dos Ministérios de Transportes, Minas e Energia e Telecomunicação, também se verifica que o orçamento liberado nesse período ficou muito aquém do executado e, portanto, insuficiente para a retomada do crescimento. In the 80’s, many countries presented stagnation of the economic activity level and also, deep macroeconomic disequilibrium, specially the increasingly public deficit. In Brazil, such conjuncture was not different. The total net debt increased from 36%, in 1982, to about 49% of Gross Domestic Product, in the beginning of 90th decade. Thus, many expenses had to be reduced, including those related to public investment. After the implementation of Real Plan, economic stability was successfully reached, but the Public Debt of the country became unsustainable, aggravating public investments. In 1994, the percentage of the Gross Formation of Fixed Capital of Public Administration was 3.61 of Gross Domestic Product (GDP) – a low number – and it decreased to 1.7% in 2003. The low taxes of public investment reflect the precarious situation of Brazilian current infrastructure, burdening the production and disabling the desired economic growth in long term In 2006, a study developed by Infrastructure and Heavy Industry Brazilian Association (ABDIB) estimated that, from 2007 on, Brazil should invest more than R$ 86 billion per year in infrastructure, in order to soften the bottlenecks in economy. The Growth Acceleration Program (PAC) forecast is within this estimate, setting R$ 503.9 billion for 2007-2010 period. However, from the 2007 Union Budget estimate – R$ 14,7 billion, only R$ 1.374 billion have been carried out by Government until the end of the first semester. Moreover, while analyzing the 2004-2007 Plan reports, of Ministry of Transportation, Ministry of Energy and Ministry of Communication, there can be also verified that the effective budget in this period was less than estimated and, therefore, insufficient for growth retake.
