Entre o conflito federativo, uma opinião: os editoriais, a vacina e a pandemia do coronavírus

Abstract

Dado o avanço da multiplicidade dos meios de comunicação inseridos numa sociedade democrática, faz-se necessário, para compreender a postura do jornalismo nesta sociedade, entender como funciona o regime democrático numa sociedade plural, relacionando a simbiose existente entre jornalismo e democracia. O objetivo desta tese é mostrar que os editoriais dos jornais O Estado de S. Paulo (OESP) e Folha de S. Paulo (FSP) fomentaram o conflito federativo brasileiro durante o enfrentamento da crise sanitária causada pelo coronavírus. Enlaça-se o surgimento da democracia e do jornalismo e se relaciona a codependência existente entre o Jornalismo e o Direito, pautada pelo arcabouço teórico que contempla o Direito Constitucional - no tocante à questão do Federalismo brasileiro - e da Comunicação, tendo em vista o estudo dos editoriais. A pesquisa bibliográfica, análise documental e análise de conteúdo apoiadas pelo software NVivo compõem o aparato teórico-metodológico, apto a analisar se os editoriais dos jornais elencados foram fomento para o conflito federativo, de modo a contribuir para o fortalecimento do regime democrático. Pôde-se constatar, a partir deste estudo, que os editoriais fomentaram o conflito federativo ao incitarem o conflito entre os entes federados e, com tal ação, teceram um olhar mais denso ao redirecionamento das formas de governo que devem ser adotadas num Federalismo verticalizado e cooperativo, contribuindo assim para o regime democrático.

Given the advance of the multiplicity of means of communication inserted in a democratic society, it is necessary - to understand the position of journalism in this society - to understand how the democratic regime works in a plural society, relating the existing symbiosis between journalism and democracy. The objective of this thesis is to show that the editorials of the newspapers O Estado de S. Paulo (OESP) and Folha de S. Paulo (FSP) fomented the Brazilian federative conflict during the confrontation of the health crisis caused by the coronavirus. The emergence of democracy and journalism is linked and the existing codependency between Journalism and Law is related, guided by the theoretical framework that contemplates Constitutional Law - regarding the issue of Brazilian Federalism - and Communication, in view of the study of editorials. Bibliographic research, document analysis and content analysis supported by the NVivo software make up the theoretical-methodological apparatus capable of analyzing whether the editorials of the listed newspapers were fomenting federative conflict in order to contribute to the strengthening of the democratic regime. It could be seen from this study that the editorials fomented the federative conflict by inciting the conflict between the federated entities and, with such action, wove a denser look at the redirection of the forms of government that must be adopted in a verticalized and cooperative Federalism, thus contributing to democracy.
