A lenta e tardia expansão do secundário público no Estado de Pernambuco põe em evidência aspectos da produção das desigualdades regionais no campo da educação e os limites da política estatal para a educação média. Esta investigação se insere no campo da Historiografia da Educação. Adotamos, para uma melhor compreensão deste objeto de estudo, a NovaHistória Política e a História Cultural, utilizando-se do conceito de campo político proposto por Réne Remond e Pierre Bourdieu. O estudo objetiva analisar a expansão dos ginásios de primeiro ciclo do ensino secundário público em Pernambuco, a partir do processo de interiorização regional dessas escolas. Buscou também, identificar quais foram às políticas de financiamento para criação dos ginásios, e como os atores políticos estaduais e municipais atuaram nessa política. A delimitação temporal para a pesquisa abrangeu o período entre 1948 e 1963, destacando-se inicialmente os primeiros debates na Assembleia Legislativasobre a criação de ginásios oficiais gratuitos no Estado de Pernambuco, tendo como pauta de discussão o convênio estabelecido entre os governos Federal e estadual de Pernambuco para a criação dos primeiros ginásios públicos no interior desse estado. As fontes utilizadas foram das mais diversas: Anuários Estatísticos do Brasil, Anuários Estatísticos de Pernambuco, dados orçamentários, Mensagens de Governadores, documentos administrativos e pedagógicos, relatórios da diretoria de ensino, sinopses estatísticas do Ministério da Educação, periódicos, (Jornal Diário de Pernambuco e da Manhã, como também o Diário Oficial de Pernambuco), anais legislativos, projetos de leis, Decreto-lei, como também o Caderno da Revista Educação do Centro Educacional de Pesquisas no Recife. Foi possível identificar nesta pesquisa a atuação do município nas ações de criação e manutenção dos ginásios de primeiro ciclo, destacando-se assim, mais ginásios na esfera municipal do que estadual. Em se tratando do financiamento dessas escolas, constatou-se o hibridismo depolíticas, tanto de verbas federais e estaduais, a mobilização do município na criação, e também a participação de órgãos internacionais, como a Aliança para o Progresso. A questão regional foi um fator determinante na criação dos ginásios públicos, haja vista os investimentos maiores na educação, na saúde e na economia para a zona da Mata e do Agreste.

The slow and late expansion of public secondary education in the state of Pernambucohighlights aspects of the production of regional inequalities in the field of education in the country. And the limits of state policy for secondary education. This research is part of the Historiography of Education field. For a better understanding of this object of study, we adopted the New Political History and Cultural History, using the concept of political field proposed by Réne Remond and Pierre Bourdieu. The study aims to analyze how the expansion of public high schools in Pernambuco occurred, based on the process of regional interiorization of these schools. It also sought to identify what were the financing policies for the creation of the gymnasiums, and how the state and municipal political actors acted in this policy. The time frame for the research covered the period between 1948 and 1963, with emphasis initially on the first debates in the Legislative Assembly with the agreement established between the Federal and State governments for the creation of the first public gymnasiums in the interior of the state. The sources used were very diverse: Brazil Statistical Yearbooks, Pernambuco Statistical Yearbooks, budget data, Governor's Messages, administrative and pedagogical documents, reports from the board of education, statistical synopses from the Ministry of Education, periodicals (Diário de Pernambuco and da Manhã newspapers, and the Official Gazette of Pernambuco), bills, decree-laws, as well as the Notebook of the Education Journal of the Educational Research Center in Recife. It was possible to identify in this research the role of the municipalities in the creation and maintenance of gyms, with more gyms created in the municipal sphere than in the state. Asfor the financing of these schools, we found a hybrid of policies, involving federal and state funds, the mobilization of municipalities in the creation of these schools, and also the participation of international organizations such as the Alliance for Progress. The regional issue was a determining factor in the creation of the public gymnasiums, given the larger investments in education, health and economy in the Zona da Mata and in the Agreste.
