Plano nacional do livro, leitura e biblioteca: estudo de caso da cidade de Jardinópolis, região metropolitana de Ribeirão Preto, estado de São Paulo

Abstract

Considerada uma das regiões mais prósperas e desenvolvidas do país, a Região Metropolitana de Ribeirão Preto, situada no norte do estado de São Paulo, institucionalizada em 2016, mostra-se relevante para estudo e analise da implementação das políticas públicas de incentivo ao livro, leitura e biblioteca, pois teoricamente reúne todos os pré-requisitos necessários para a implantação em seus municípios do Plano Municipal do Livro e Leitura (PMLL), seguindo as orientações do Plano Nacional do Livro e Leitura (PNLL). As medidas a serem adotadas pelos estados e municípios devem respeitar uma série de normas e diretrizes instituídas pelo governo federal e é justamente nesta seara, entre o proposto pelo governo federal e o realizado na esfera municipal, que esta pesquisa se desenvolveu. Considerando livro, leitura e biblioteca como agentes de transformação social, o objetivo geral desta pesquisa foi analisar a participação da sociedade civil organizada, do município paulista de Jardinópolis, na implementação recente (2016-2020) de políticas públicas voltadas ao livro e a leitura, referenciadas pelo Plano Nacional do Livro e Leitura (PNLL), tendo como objetivo final a elaboração, regulamentação e implementação de seu Plano Municipal do Livro, Leitura, Literatura e Biblioteca (PMLLLB). O método de pesquisa utilizado foi o estudo de caso desenvolvido por Yin (2015), as técnicas de coletas de dados empregadas foram a documentação, entrevista, questionário e a observação, e como técnica de análise, dos dados coletados, utilizamos a triangulação das fontes. A pesquisa utilizou como população alvo, os gestores das instituições públicas municipais, bibliotecários, funcionários responsáveis pelas salas de leitura, além de outros atores que participaram do processo de elaboração do Plano Municipal do Livro, Leitura, Literatura e Biblioteca (PMLLLB) de Jardinópolis – SP. Como conclusão aderimos que o mapeamento do processo na cidade de Jardinópolis – SP, apontou para a existência de uma sociedade civil organizada com grande representatividade na esfera local. Sua atuação recente, últimos cinco anos, resultou na implementação de importantes políticas públicas, voltadas ao livro, leitura e biblioteca.

Considered one of the most prosperous and developed regions in the country, the Metropolitan Region of Ribeirão Preto, located in the north of the state of São Paulo, institutionalized in 2016, is relevant for the study and analysis of the implementation of public policies to encourage Book, Reading and Library, because theoretically it gathers all the necessary prerequisites for the implantation in its municipalities of the Municipal Plan of Book and Reading (MPBR), following the orientations of the National Plan of Book and Reading (NPBR). Understanding books, reading and the library as agents of social transformation, the general objective of this research was to analyze the participation of organized civil society, from the city of Jardinópolis, in the recent implementation (2016-2020) of public policies aimed at books and reading, referenced by the National Plan for the Book and Reading (NPBR), with the final objective of elaborating , regulation and implementation of its Municipal Plan for the Book, Reading, Literature and Library (MPBRLL). The research method used was the case study developed by Yin (2015), the data collection techniques used were documentation, interview, questionnaire and observation. While the technique of analysis of the collected data used the triangulation of the sources. The research used as target population, the managers of the municipal public institutions, librarians, employees responsible for the reading rooms, in addition to other actors who participated the process of elaborating the project. Municipal Plan for the Book, Reading, Literature and Library (MPBRLL) of Jardinópolis - SP. As a conclusion, we adhere that the mapping of the process in the city of Jardinópolis – SP, pointed to the existence of an organized civil society with great representation in the local sphere. Its recent performance, in the last five years, resulted in the implementation of important public policies, focused on books, reading and library.
