O Programa Município Verde Azul (PMVA) foi criado em 2007 pela Secretaria do Meio Ambiente do governo do estado de São Paulo (atualmente, Secretaria de Infraestrutura e Meio Ambiente SIMA-SP), com a finalidade de nortear e apoiar as gestões ambientais dos municípios paulistas, valorizando suas agendas e a eficiência no gerenciamento de diversos espectros da sustentabilidade dos recursos naturais de seus respectivos territórios. A pesquisa se propôs a analisar a diretiva Estrutura e Educação Ambiental (EA) e, a partir disto, identificar os principais pontos positivos e negativos que possam auxiliar os municípios na formulação e na implementação de ações voltadas à Educação Ambiental. Buscou-se, portanto, analisar, no município de Ituverava-SP, como a execução das proposições do programa embasado na diretiva “Estrutura e Educação Ambiental” impactaram os setores sociais, do meio ambiente e outros, considerando as duas últimas gestões municipais. Para tanto, desenvolveu-se, dentro de uma abordagem dedutiva, uma pesquisa exploratória e documental, partindo-se, inicialmente, de documentos oficiais, relatórios, artigos e trabalhos diversos voltados para o tema central de pesquisa. Em termos de materiais, pretendeu-se, ademais, explorar algumas fontes de referências que guardam correlação com o objetivo principal de pesquisa, tais como, Secretaria de Infraestrutura e Meio ambiente do Estado de São Paulo, Secretaria do Meio Ambiente e Recursos Hídricos do respectivo município, dentre outras. Junto a estas instituições foram coletados e analisados documentos tais como Plano de ação do município; Resoluções; Atestado de Participação no Programa Município Verde Azul; Índice de Avaliação Ambiental – IAA, Certificado Município Verde Azul, dentre outros. Verificou-se que, a EA foi pouca abordada durante o período anterior ao PMVA no município de Ituverava e quando o foi, ocorreu de maneira secundária. Porém, durante o período posterior ao PMVA teve sua abordagem fomentada de maneira mais regular e com aprofundamentos, outrora não vistos, denotando uma influência significativa do programa na EA do município. Em Ituverava, a descontinuidade prejudicou o município e sua população, sobretudo as pautas ligadas a EA, o que impactou de forma negativa ao não dar continuidade as ações positivas identificadas nos anos anteriores, como, por exemplo, a criação e manutenção do Centro de Educação Ambiental que se trata de uma vertente importante da EA no município, o que, no entanto, não impede que nos próximos anos sejam retomadas as atividades e consequentemente o fomento a EA no município.

The Verde Azul Municipality Program (PMVA) was created in 2007 by the Secretary of the Environment ofthe government of the state of São Paulo (currently, Secretariat of Infrastructure and Environment SIMA-SP), with the purpose of guiding and supporting the environmental management of municipalities. São Paulo, valuing their agendas and efficiency in the management of different aspects of the sustainability of natural resources in their respective territories. The research proposed to analyze the Directive Structure and Environmental Education (EA) and, from this, identify the main positive and negative points that can help municipalities in the formulation and implementation of actions aimed at Environmental Education. Therefore, we sought to analyze, in the municipality of Ituverava-SP, how the implementation of the program's propositions based on the directive “Structure and Environmental Education” impacted the social, environmental and other sectors, considering the last two municipal administrations. Therefore, an exploratory and documental research was developed, within a deductive approach, starting initially with official documents, reports, articles and various works focused on the central theme of the research. In terms of materials, it was intended, moreover, to explore some sources of references that keep correlation with the main research objective, such as, Secretariat of Infrastructure and Environment of the State of São Paulo, Secretariat of the Environment and Water Resources of the respective municipality, among others. Together with these institutions, documents such as the Municipal Action Plan; Resolutions; Certificate of Participation in the Verde Azul Municipality Program; Environmental Assessment Index – IAA, Verde Azul Municipality Certificate, among others. It was found that EA was little addressed during the period prior to the PMVA in the municipality of Ituverava and when it was, it occurred in a secondary way. However, during the period after the PMVA, its approach was promoted more regularly and with depths, previously unseen, denoting a significant influence of the program on the EA of the municipality. In Ituverava, the discontinuity harmed the municipality and its population, especially the guidelines related to EE, which had a negative impact by not continuing the positive actions identified in previous years, such as, for example, the creation and maintenance of the Education Center Environmental that it is an important aspect of EE in the municipality, which, however, does not prevent activities from being resumed in the coming years and consequently the promotion of EE in the municipality.
