A organização do espaço agrário de Ipeúna-SP: território, organização produtiva e interações espaciais para um desenvolvimento rural sustentável

Abstract

Partindo da noção de diversidade e diferenciação espacial como realidade do espaço agrário brasileiro, este trabalho se ocupa em discutir a organização do espaço rural de Ipeúna-SP, orientado a planear as especificidades organizativas deste território por meio da identificação e análise das dinâmicas, processos e práticas socioespaciais desenvolvidas por agentes que desenham e redesenham os contornos do rural ipeunense. Como marco central desta proposta, buscamos entender os reflexos na organização do espaço agrário de Ipeúna-SP, por meio das ações empresariais da Korin Agropecuária LTDA e de pesquisa da Korin Agricultura e Meio Ambiente – ambas sediadas no município – a nível local, regional e nacional, sob a ótica das interações e práticas espaciais que dinamizam, transformam e evidenciam as assimetrias dos diferentes lugares. Nesta perspectiva, analisar-se-á as ações espacialmente localizadas, valendo-se da noção de multifuncionalidade da agricultura (CARNEIRO; MALUF, 2003) e do conceito de interações espaciais, presente em Corrêa (1991; 1997; 1998), no qual admite-se a seletividade, fragmentação-remembramento, antecipação, marginalização e reprodução da região produtora no entendimento da gestão territorial. A destarte, a conferência titular institucionalizada pelo município (Capital Nacional da Agricultura Natural) nos parece inaugurar as bases de uma possível construção de dada identidade local – engendrada por um único agente socioterritorial e com forte apoio do aparato político do município. Relata e registra uma intenção ao município que não se verifica nas relações cotidianas do espaço rural ipeunense, mas que antecipa espacialmente um cenário no qual as condições atuais não reservam a viabilidade da prática orgânica. Desta forma, o espaço rural de Ipeúna não detém a capacidade de resposta requeridas pelas necessidades e objetivos da Korin. Ao exposto, a combinação da lógica espacial da empresa afeita a expansão da Agricultura Natural e o cenário encontrado no município, demonstram e, nos parece justificar, a resposta por parte da agroindústria através da segregação das suas funções produtivas, valendo-se da combinação espacial de unidades territoriais funcionalmente diferenciadas. Ao exposto, os princípios econômicos de reciprocidade, intercâmbio e solidariedade entre esses territórios, coabitam na construção de uma identificação social e econômica dos produtos Korin e não necessariamente da promoção de um dado desenvolvimento rural em Ipeúna.

Starting from the notion of diversity and spatial differentiation as a reality of the brazilian agrarian space, this paper discusses the organization of the rural space of Ipeúna-SP, oriented to plan the organizational specificities of this territory through the identification and analysis of the dynamics, processes and social-spatial practices developed by agents who draw and redesign the contours of Ipeúna’s rural area. As a central landmark of this proposal, we seek to understand the reflexes in the organization of the agrarian space of Ipeúna-SP, through the business actions of Korin Agropecuária LTDA and research of Korin Agricultura e Meio Ambiente – both based in the municipality – at local, regional and national level, from the perspective of interactions and spatial practices that dynamize, transform and highlight the asymmetries of different places. In this perspective, the spatially located actions will be analysed, used the notion of multifunctionality of agriculture (CARNEIRO; MALUF, 2003) and the concept of spatial interactions, present in Corrêa (1991; 1997; 1998), is which he admits selectivity, fragmentation-remembrance,anticipation, marginalization and reproduction of the producing region in the understanding of territorial management. Therefore, the main conference institutionalized by the municipality (National Capital of Natural Agriculture) seems to inaugurate the foundations of a possible construction of a given local identity – engendered by a single socio-territorial agent and whit strong support from the political apparatus of the municipality. It reports and records an intention to the municipality that is not verified in the daily relations of the Ipeúna’s rural space, but that spatially anticipates a scenario in which the current conditions do not reserve the viability of the organic practice. For this reason, the rural area of Ipeúna does not have the responsiveness required by Korin’s needs and objectives. In the light of the above, the combination of the company’s spatial logic affects the expansion of Natural Agriculture and the scenario found in the city, it seems the response by the agro-industry through the segregation of its productive functions, using the spatial combination, functionally differentiated territorial units. In view of the above, the economic principles reciprocity, exchange and solidarity between these territories co-exist in the construction of a social and economic identification of Korin products and not necessarily the promotion of given rural development in Ipeúna.
